Mr. Nguyen Sy Thuong, Project Manager, MKW Hanoi Construction Joint Stock Company, said that for more than 2 months, the company's workers and engineers have been working without holidays, striving to meet the schedule committed to the investor. The unit is rushing to complete the road surface to prepare for carpeting. It is expected that by the end of December, the project will be completed, 3 months ahead of schedule. "The investor will accept and disburse the amount of work completed, so we are very confident," said Mr. Thuong.
At the construction site of the 3-storey, 18-room classroom building of Hong Phong Primary and Secondary School (Hong Phong Commune), and the 3-storey, 15-room classroom building of Nguyen Duc Sau Primary and Secondary School (Minh Tan Commune), some auxiliary items are also being urgently implemented. The contractor is arranging experienced technical staff, working overtime, increasing the number of workers and working machines.
The construction unit representative said that the project has a construction value of more than 39 billion VND, and according to the signed contract, it will be completed in May 2025. During the construction process, the investor regularly grasped and resolved difficulties and problems, promptly disbursed capital for each item, so the construction unit has accelerated the construction progress. The project to expand the road leading to Han Bridge to the intersection of Provincial Road 390 and build a new road connecting the intersection of Provincial Road 390 to National Highway 18 is one of the major projects of Nam Sach district to be implemented in the period of 2021-2025. The project has a total investment of 468 billion VND, of which the site clearance value is about 190 billion VND.
By early September, this project had only disbursed more than 1.3 billion VND in land clearance funds. Nam Sach District has directed the District Compensation and Land Clearance Council to urgently resolve difficulties and problems. Organize meetings, dialogues, and propaganda to people whose land areas are recovered.
With active and drastic participation, by the end of November 2024, 99% of households whose rice fields had to be recovered for the project had agreed to receive support money and hand over the land to the investor and construction contractor. The total disbursed capital reached about 85 billion VND. Currently, the investor has handed over part of the site to the contractor to begin construction.
This year, the Nam Sach District Construction Investment Project Management Board was assigned more than VND300 billion to implement 19 projects and works. By December 10, the unit had disbursed nearly VND265 billion, reaching more than 86% of the assigned capital plan.
To ensure the disbursement target, the Management Board regularly inspects and supervises the projects under construction. Actively coordinates with specialized agencies to speed up the site clearance progress, promptly resolves difficulties for contractors so that the project can start construction soon. Every week, the investor requires contractors to report on the progress of implementation, commit in writing to the construction progress. Actively manage the quality and progress, ensure payment and disbursement immediately upon acceptance of the volume. Thanks to that, many projects have been completed ahead of schedule.
In 2024, the total public investment capital plan of the entire Nam Sach district is nearly 505 billion VND. By mid-December 2024, the entire district had disbursed about 450 billion VND, reaching nearly 90%. Currently, Nam Sach ranks second in the province in terms of fast disbursement of public investment capital (after Chi Linh City).
The above results were achieved because Nam Sach district implemented many synchronous solutions. The district established a working group to direct the acceleration of investment projects in the area. The working group is responsible for reviewing, synthesizing, and evaluating the implementation of projects, including public investment projects, to accelerate implementation and promote the effectiveness of investment capital. Strengthen the responsibility of the heads of agencies and units assigned with public investment tasks, assigning responsibility to specific individuals in charge of the quality and progress of project completion.
Localities also promote solutions to increase revenue and save budget expenditures to create additional capital for public investment, especially allocating capital for site clearance compensation and urgent projects that need capital for implementation.
Specialized departments and offices proactively review projects and works that are unable to pay, report to competent authorities to adjust and supplement capital sources for other projects and works. Every week, units and localities with projects and works using public investment capital report their progress to the District People's Committee. District leaders increase surprise inspections of the progress of each project and work to promptly direct and handle arising issues.
The representative of the People's Committee of Nam Sach district said that to ensure the disbursement of public investment capital reaches 100% of the annual plan, the district continues to tighten discipline, order, and step up inspection and supervision of implementation at units and localities.
