Leaders of the State Treasury and the People's Committee of Can Tho City and An Giang Province presented the decision to appoint deputy directors of the State Treasury Region XIX.
On March 5, 2025, the State Treasury issued Decision No. 72/QD-KBNN on the number of staff offices and the number, management areas, and headquarters of transaction offices under the State Treasury region XIX, with the management area including Can Tho city and the provinces of Hau Giang, An Giang, and Dong Thap, with 7 staff and support offices and 19 transaction offices. On March 14, the Personnel Organization Department of the State Treasury announced the decision regulating the functions, tasks, and powers of the State Treasury region XIX; the decision on the number of staff offices and the number, management areas, and headquarters of transaction offices under the State Treasury region XIX. At the same time, the decisions of the Director of the State Treasury were announced on the appointment of 9 deputy directors of the State Treasury region XIX; the decision to appoint 7 heads of professional departments and 19 heads of transaction offices under the State Treasury region XIX.
According to Mr. Le Minh Cong, Director of the State Treasury of Region XIX, to ensure the safe, continuous and smooth operation of the State Treasury of Region XIX after the merger and streamlining of the organizational structure, the State Treasury of Region XIX has directed the heads of staff and support departments and heads of transaction offices to advise the leadership to promptly complete the handover to the State Treasury of Region XIX in each locality of the province, ensuring completeness, accuracy, timeliness, and not affecting the political tasks of the unit. At the same time, closely direct the activities at the unit according to the new functions and tasks... The units continue to perform well the function of advising local Party committees and authorities at all levels in the management and operation of the state budget in the management area; closely coordinate with the departments and branches of each locality to promptly remove difficulties and obstacles, and at the same time propose solutions to competent authorities. Closely coordinate with revenue agencies and commercial banks to quickly, fully and promptly collect revenues into the State budget. Control state budget expenditures to ensure strict, timely and legal compliance; meet the spending needs of budget-using units, especially welfare expenditures, early retirement and termination expenditures according to Decree 178/2024/ND-CP. In addition, speed up the disbursement of public investment capital, absolutely do not let documents backlog at the Treasury without clear reasons. Strictly prohibit harassment and causing difficulties and troubles for units. Units maintain the regime of periodic and ad hoc reporting to local Party committees and authorities of 4 provinces and cities under the State budget management area of the State Treasury of Region XIX, continue to seek the direction of local Party committees and authorities in State budget management, and successfully complete socio-economic development targets in the area.
The State Treasury of Region XIX is headquartered in Can Tho City, with 3/19 transaction offices located in Can Tho, including: Transaction Office No. 1, managed by Ninh Kieu District, Cai Rang District, Phong Dien District, transaction location at the State Treasury of Cai Rang District; Transaction Office No. 2, managed by O Mon District, Thoi Lai District, Co Do District, transaction location at the State Treasury of Thoi Lai; Transaction Office No. 3, managed by Thot Not District, Vinh Thanh District, transaction location at the State Treasury of Thot Not. Binh Thuy District alone conducts transactions with the Professional Office 2 at the headquarters of the State Treasury of Region XIX. Mr. Nguyen Ngoc He, Vice Chairman of the People's Committee of Can Tho City, requested the State Treasury of Region XIX to quickly stabilize its organization and staff; immediately assign tasks to the deputy directors and professional departments in a specific manner to immediately start implementing operations according to the guidance of the State Treasury; Develop working regulations, internal spending regulations and other issues; pay attention to performing Party work well in new conditions; pay attention to ensuring salaries and benefits for cadres and civil servants; continue to closely coordinate with local departments and branches, revenue management agencies, commercial banking systems and relevant agencies to complete the unit's tasks; promptly advise and make recommendations to the City Party Committee, Provincial Party Committee, People's Council and People's Committee of localities within the XIX region in performing professional tasks in the assigned areas.
According to Ms. Ngo Thi Nhung, Deputy Director of the State Treasury, implementing the policies of the Party, the Government, and the direction of the Ministry of Finance, the State Treasury system has urgently implemented the arrangement from a 3-level model to a 2-level model. However, a number of mechanisms and policies have not been promptly synchronized with the new organizational structure, so the immediate implementation still faces many difficulties and obstacles. In order for the State Treasury system to operate safely and smoothly, especially in ensuring the safety of the financial and budget management system, it is necessary to prepare carefully and develop a scientific plan to convert data, business processes, hand over data, documents, assets, etc. To meet the requirements of the State Treasury's tasks in the new situation, the State Treasury's Regional XIX Leadership Board directs and directs units to complete the necessary conditions for the organization to operate under the new model from March 15, 2025. In the initial period of operation under the new model, there will certainly be many difficulties and obstacles, however, it is necessary to strictly comply with the provisions of the law, professional procedures, strengthen inspection work, implement risk prevention measures, ensure absolute safety of management of money and state assets assigned to the State Treasury. At the same time, promptly advise and report to the State Treasury leaders on difficulties and obstacles when implementing the new organizational model. It is necessary to pay attention to quickly and fully concentrating state budget revenue sources, increasing disbursement of public investment capital, promoting the application of information technology, modernizing the Treasury, promoting payment through online public services, thereby contributing to improving administrative reform and customer service quality. Continue to take advantage of the leadership and direction of local Party committees and authorities; proactively coordinate well with relevant agencies, departments and branches in the area in implementing assigned professional tasks; Play a good advisory role with local Party committees and authorities in managing and operating the State budget, thereby contributing to enhancing the role and position of the State Treasury.
