Strengthening foreign relations and negotiations

In recent times, in the face of violations of Vietnam’s maritime sovereignty such as the cases of ships HD4, HD8, Huong Duong Hong 10, Nam Hong Kham 20, etc., agencies of the Ministry of Foreign Affairs have actively fought at many levels and in many forums. Vietnam has resolutely and persistently fought to protect its sovereignty, rights and interests at sea.

Mr. Nguyen Minh Vu - Alternate member of the Party Central Committee, Permanent Deputy Minister of Foreign Affairs said that the Ministry of Foreign Affairs has recently held high-level diplomatic relations with countries such as China, the US, Japan, and Australia. Bilateral and multilateral frameworks have been continuously strengthened and upgraded.

In these foreign affairs activities, the Ministry of Foreign Affairs maintains the content of exchanging about territorial borders to protect our country's legitimate interests in the East Sea; at the same time, building friendly and cooperative relations, actively contributing to resolving disputes and disagreements, and maintaining a peaceful and friendly environment.

According to Mr. Nguyen Minh Vu, the Ministry of Foreign Affairs will continue to coordinate with ministries and sectors to negotiate, dialogue, and demarcate maritime boundaries with China, Malaysia, the Philippines, and Indonesia; and resolve disputes by peaceful means, in accordance with international law. Vietnam makes constructive contributions to multilateral negotiation mechanisms such as the COC, demonstrating an active role, goodwill, and compliance with international law.

“The Ministry of Foreign Affairs plays a bridging role between Vietnam and other countries and international organizations in marine spatial planning; negotiating and signing international treaties related to the use and management of marine space,” said Mr. Vu.

Rear Admiral Pham Van Luyen - Deputy Chief of Political Department of the Navy said that Vietnam has always been consistent in promoting practical and effective maritime cooperation through implementing consultation and dialogue mechanisms on the sea, sharing information related to seas and islands, especially frank exchanges with partners in and outside the region on maritime law and maritime security issues.

Through this, Vietnam has more information to serve the research, consultation and planning of policies on the sea. It is important that Vietnam skillfully influences relevant parties to understand and support our country's stance on the East Sea issue.

Focus on propaganda work

Mr. Vu Thanh Mai - Deputy Head of the Central Propaganda Department said that the sea and islands are a sacred part of the territory, an inseparable part of our flesh and blood and have a particularly important position in the cause of national construction, economic, political, social development, national defense and security.

Propagating the sea and islands is a long-term, regular, and continuous task of the entire political system to raise people's awareness. According to Mr. Mai, in recent times, propaganda about the sea and islands has achieved great results, raising people's love for the sea and islands, motivating forces that are implementing the management and protection of the sovereignty of the sea and islands of the Fatherland.

“The world and regional situation continues to evolve in a complex manner, so the trend of peace, cooperation and development is facing many challenges. Therefore, more than ever, propaganda about seas and islands needs to emphasize important contents in creative and flexible forms to achieve higher quality and efficiency,” Mr. Mai emphasized.

Rear Admiral Pham Van Luyen said that the success of the propaganda on sea and islands was due to the agencies thoroughly grasping the Party and State's policies on borders and territories, resolutely and persistently defending independence, sovereignty, territorial integrity, and protecting national and ethnic interests. Vietnam has a solid legal basis to protect its sovereignty, rights, and legitimate interests at sea.

“In promoting the sacred sea and islands, agencies need to promote the consensus of the entire political system, closely coordinate between agencies from central to local levels, and between forces on the diplomatic, defense, and security fronts. We need to continue to gain the sympathy and support of international friends for Vietnam’s legal and historical foundations,” said Rear Admiral Pham Van Luyen.

Mr. Nguyen Minh Vu said that the Ministry of Foreign Affairs will continue to maintain its pioneering role in implementing the foreign policy of independence, self-reliance, diversification, multilateralization, and improving the effectiveness of international integration. The Ministry of Foreign Affairs will actively implement measures to strengthen relations between Vietnam and strategic and comprehensive partners, traditional friends, countries with maritime potential, especially countries with common maritime interests on the principle of mutual respect.

The Ministry of Foreign Affairs closely coordinates with agencies and localities to enhance propaganda about seas and islands, sustainable marine economic development strategies, especially affirming Vietnam's consistent policy of maintaining a peaceful and stable environment, and respecting international law at sea.

Recently, the Ministry of Foreign Affairs has coordinated with agencies to deploy many solutions to ensure safety for fishermen fishing in the Hoang Sa and Truong Sa waters under our country's sovereignty, especially to fight and refute acts of chasing, ramming, destroying property, fishing gear, and illegally arresting fishermen...
