The La Lay International Border Gate Foreign Information Cluster (La Lay Cluster) was invested by the Ministry of Information and Communications and handed over to Quang Tri province for management and use to serve the propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws to the masses and foreign visitors carrying out procedures at La Lay International Border Gate, at the same time introducing and promoting the land and people of Quang Tri, the potential and advantages of the province to domestic and international friends when coming to Quang Tri.
During the operation, the Department of Information and Communications has actively coordinated with relevant units located at La Lay International Border Gate to regularly innovate the content and form of information, focusing on the Party's guidelines and policies, the State's policies and laws on sovereignty, border security, and sovereignty over seas and islands; on building a peaceful and friendly border with neighboring countries; at the same time, strengthening the promotion of the land and people, potential and advantages of Quang Tri and the country, serving the information needs of the people and tourists passing through the border gate area.
In particular, bilingual films were compiled, edited, and produced to be shown on LED screens located at the central location of La Lay International Border Gate Station for people and tourists to access. Prominent contents and topics such as foreign policy, economic development potential, culture, and tourism of the country and locality were included in the program.
In addition, increasing the coverage of international events, conferences, and festivals contributes to promoting the country's image to the world. The information broadcast schedule at La Lay Cluster is carried out twice a day, at 7-10am and from 3-6pm every day, in accordance with the opening hours of the border gate. In addition to the main broadcast time frames, if there is information that needs urgent notification, it will be informed. In addition, using other forms of propaganda such as producing leaflets and publications helps information become more vivid and accessible.

Along with vivid visual forms of information and propaganda, the functional forces promote their responsible role in foreign information.
