Create internship opportunities for students at factories and research institutes in high-tech zones
At the Workshop on Solutions to Implement Resolution 57-NQ/TW on Breakthroughs in Science, Technology, Innovation and National Digital Transformation in Universities and Colleges, Contributing to the Socio-Economic Development of the Capital and the Country, held at the Hanoi University of Science and Technology on April 15, the Management Board of High-Tech Parks and Industrial Parks affirmed that in the coming time, the Management Board will strengthen coordination with universities and colleges to create favorable conditions for students to have the opportunity to access practice and participate in internships at factories and research institutes located in high-tech parks and industrial parks in the City.
“The Management Board is well aware that the connection between training and production practice is a key factor in improving the quality of human resources, especially in the context of the increasing demand for high-quality human resources in the fields of technology and engineering. Therefore, the Management Board will accompany training institutions in connecting, introducing and creating conditions for students to learn and gain practical experience in a modern research-production environment, thereby shortening the gap between schools and businesses. This is not only a practical support activity for students but also contributes to building an innovation ecosystem, promoting knowledge and technology transfer among stakeholders in the whole system”, affirmed Dr. Vu Xuan Hung - Head of the Management Board of Hanoi High-Tech Parks and Industrial Parks.
In addition, the Management Board said that it will coordinate with the school to link the school's training with the needs of businesses "practical learning - practice". The Management Board plays the role of an intermediary, a bridge between businesses and schools. For businesses, the Management Board will regularly and periodically conduct surveys, have a focal point to receive information on human resource needs to transfer this information to appropriate universities and colleges; in addition, it will propose policies to the city and the Government so that businesses can enjoy incentives and support when participating in coordinating training and recruiting human resources in the fields of science and technology; encourage businesses to directly participate in the training process such as: sending engineers, experts to guide, supporting the provision of equipment or receiving interns at the factory, etc.

For schools, the Management Board provides updated information on the labor market; accompanies businesses in the area to support the development of training programs, assessments, and recruitment processes; works with businesses and schools to develop programs, support the organization of internships and practices for students at businesses in industrial parks and high-tech parks; prepares incubators and innovation centers to receive and coordinate the implementation of incubation projects, creative startups, etc. right in Hoa Lac High-Tech Park.
Gathering high-tech human resources to serve research and development
Scientific research, technology development, high technology and innovation activities always need to be directly linked to the team of scientists, technology experts, research and development (R&D) human resources... Many investors in industrial parks, especially in high-tech parks, reflect that they are in great shortage and have difficulty in recruiting qualified human resources, high-quality human resources, especially in many strategic high-tech fields such as: artificial intelligence, microchip technology, automation and new materials,...
Therefore, the Management Board has identified creating the best environment for living, studying and working in the Zone as a priority. Implementing the City's direction, the Management Board is urgently drafting a Resolution of the City People's Council on regulations on mechanisms, policies, preferential measures, and support to attract high-tech human resources to work in the high-tech zone and promote innovation activities in the high-tech zone.
The city wishes to build a unique and outstanding mechanism and policy on treatment, including: financial support, tax incentives, housing support, living infrastructure, health care, family education for experts, along with strong investment in modern and open research and innovation conditions. The goal is to form strong and sustainable R&D ecosystems, where technology human resources feel respected, fully developed, ready to contribute and stay long-term.
In addition to creating conditions for students to access practical knowledge, the Management Board said that it will pay special attention to promoting joint ventures and cooperation between universities and colleges with businesses and research institutes in the high-tech park. One of the key orientations is to encourage and facilitate the effective exploitation of existing facilities and technical infrastructure in the high-tech park to serve training, research, technology development and innovation activities.
One of the biggest bottlenecks in the development of the science and technology market today is the gap between research and production and commercialization. Many topics, initiatives, and scientific works are "sealed" in laboratories, research institutes, or universities. Businesses do not know, have difficulty accessing, or face barriers in receiving, testing, and applying technology.
The strategic goal set by the Management Board is to turn Hoa Lac High-Tech Park into a center of convergence of science, technology and innovation, an open environment where all ideas and technological initiatives from the laboratory have the opportunity to be tested, perfected and put into practical application through advanced management mechanisms, ensuring fairness in the interests of creators and the beneficiary community.
Dr. Vu Xuan Hung - Head of the Management Board of Hanoi High-Tech Parks and Industrial Parks said that in the coming time, the Management Board will actively expand cooperation with universities, colleges, and research institutes, especially prioritizing units in Hanoi to connect and attract scientists, students, and startups to test and develop technology and products.
The above solutions are identified by the Management Board as breakthroughs that require strong and drastic actions to resolve, in order to bring practical benefits not only to scientists and businesses but also to the whole society.
