Flexible and creative in implementing arising tasks
According to the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, in the past term, the Vietnam Fatherland Front at all levels of the city has focused on innovating the content and methods of operation; proactively innovating the way of organization and implementation and being flexible and creative in implementing newly arising and unprecedented tasks, effectively implementing 5 action programs, 3 breakthroughs, 4 key tasks, 5 main solutions of the Resolution of the 17th Congress of the Vietnam Fatherland Front of the city.
Notably, the Front focuses strongly on the grassroots, taking residential areas as the key areas to both propagate and mobilize, gather solidarity, and listen to the thoughts, aspirations, and receive initiatives and recommendations from the people to participate in Party building, government building, and implementing patriotic emulation movements. During the term, many typical models, good examples, good people and good deeds have appeared in implementing patriotic emulation movements and campaigns launched by the Front.
Notably, during the outbreak of the Covid-19 pandemic, the Fatherland Front at all levels of the city strongly affirmed its central role in gathering and rallying the great solidarity bloc; closely coordinated with the government and member organizations to promptly resolve difficult and new issues directly related to people's lives. Campaigns and emulation movements were deployed with focus and key points, strongly arousing the joint efforts of the whole community.
In participating in economic development, solving social problems, building new rural areas, civilized urban areas, and sustainable poverty reduction, with the participation of Front officials and member organizations, new marks have been created.
Over the past 5 years, the city has had over 2,500 models of self-management of environmental protection, shock security teams, security and order teams, mediation teams, self-management teams of green - clean - beautiful - safe roads for youth and women; nearly 600 economic development models chaired by the Vietnam Fatherland Front and mass organizations; 2,100 models of implementing civilized lifestyles, participating in building blooming roads... Up to now, 100% of communes and districts in the city have been recognized as meeting the new rural standards, of which 188 communes have met the advanced new rural standards, 76 model new rural communes; the city has completed the task of building new rural areas 1 year early.
In particular, the whole city organized 22,542 conferences of People's representatives to discuss the construction of cultural life in residential areas at the village, hamlet, and residential group levels, with 1,529,991 households attending; 2,317 communes and wards organized conferences with 815,940 participants. In which, many solutions were proposed for Party committees, authorities, and residential areas to effectively carry out political tasks at the grassroots level, and to have a civilized lifestyle in weddings and funerals in a civilized and progressive manner.
At the same time, social security activities, caring for the poor, social policy beneficiaries, union members, and association members have been implemented more and more effectively, with many innovative methods of mobilization and assistance. During the term, the "For the Poor" Fund at all levels of the city mobilized 411.2 billion VND; the whole city allocated over 341.8 billion VND to support poor households, near-poor households, and households in especially difficult circumstances to build and repair 5,099 solidarity houses..., thereby contributing to reducing the rate of poor households in the city to 0.03%, near-poor households to 0.7%.
Perform well the role of social supervision and criticism
Looking back at the past term, the Fatherland Front at all levels of the city is even more proud that the determination to "Promote the strength of the great national unity bloc, strengthen discipline and responsibility, and take creative actions to build and develop the capital" has been materialized through emulation movements and practical actions, leaving a strong mark of innovation and development...

According to Standing Committee member of the City Party Committee, Chairwoman of the City Vietnam Fatherland Front Committee Nguyen Lan Huong, with the requirements of the tasks and closely following the reality of each stage and term, the City Front at all levels has proactively selected key, central contents, issues of concern to the People, and recommendations directly related to people's lives for supervision, which have been welcomed by the People.
The quantity and quality of social supervision and criticism always increase year after year. In 5 years, the City's Fatherland Front at all levels has organized 4,428 delegations, coordinated to participate in 6,920 supervision delegations; signed coordination regulations with the People's Council and People's Committee at the same level; proactively participated in building new policies by contributing opinions and organizing social criticism on draft resolutions of the People's Council at the same level; 2,282 social criticism conferences were held at all levels. Supervision and criticism opinions were received and revised by authorities at all levels so that policies and guidelines could be implemented feasibly.
To strengthen the organization and improve the efficiency of operations, and improve the quality of the Front's staff, Vice Chairman of the Vietnam Fatherland Front Committee of the City Pham Anh Tuan said that in the past term, the staff of the Fatherland Front at all levels has been increasingly interested in training and fostering, with qualifications, skills, professionalism, courage, creativity, and responsibility for work.
The City's Vietnam Fatherland Front Committee has developed the Project "Rotation, transfer, and change of positions for cadres at the City's Vietnam Fatherland Front Committee", the Project "Rotation, transfer, and secondment of Front cadres in the City's political system" to report to the Standing Committee of the City Party Committee for approval.
The Vietnam Fatherland Front Committees at all levels of the city also proactively proposed that Party Committees strengthen the work of key cadres to ensure capacity, qualifications, and prestige, focusing on rejuvenating the cadre team. In the 2019-2024 term, 100% of the Chairmen of the Vietnam Fatherland Front Committees at all levels of the city are members of the Party Committees and are of working age. The Standing Committee of the Vietnam Fatherland Front Committee of the city has 6/11 comrades participating for the first time who are young and dynamic cadres.
In addition, strengthening coordination in organizing training programs, the City's Fatherland Front at all levels organized 3,119 training courses for 358,689 cadres; organized the Competition for Heads of the Front Work Committee (CTMT) to improve the skills and expertise of Front cadres at all levels; reorganizing the CTMT Committee in conjunction with the City Party Committee's Project on rearranging villages, residential groups and Party Cell Congresses for the term in the area. After the reorganization, the number of village and residential group focal points decreased; there were 3,760/4,899 Party Cell Secretaries who also held the CTMT Committee Head position.
At the same time, the Fatherland Front at all levels has strengthened digital transformation to improve operational efficiency; installed and deployed online meeting systems, deployed work via zalo groups; focused on scientific research, seminars, and thematic workshops... Thereby, contributing to improving the effectiveness and efficiency of the City Fatherland Front Committee and all levels in all fields.
In the 2024 - 2029 term, along with 10 targets and 6 action programs, the Vietnam Fatherland Front of the City identified 3 breakthroughs: Strongly innovating the content and methods of operation of the Vietnam Fatherland Front at all levels of the City in the direction of benefiting the country and the people, being flexible, effective, and adapting to the new situation; Promoting the core political role of the Vietnam Fatherland Front in building the great national unity bloc, contributing to building a cultural - civilized - modern capital; Improving the quality of supervision and social criticism, protecting the legitimate and legal rights and interests of the People, practicing democracy, enhancing social consensus, contributing to building a clean and strong Party and government.
