On the morning of August 29, after the summer vacation, students in Vinh Phuc province returned to school to be informed of rules and regulations before entering the new school year 2024 - 2025.
The entire Vinh Phuc province has agreed to organize the opening ceremony of the new school year 2024-2025 on September 5, 2024, starting at 7:30 a.m. and lasting no more than 60 minutes.
The content of the school year opening ceremony must be solemn, concise, practical, safe and meaningful.
To ensure maintaining learning discipline right from the beginning of the school year, after the opening ceremony, schools can organize for students to learn about the traditions and activities of the school, disseminate the school's rules and regulations, introduce educational activities, learning methods and training at school and in class (depending on the actual situation of the school).
The People's Committee of Vinh Phuc province requested relevant departments, branches, and People's Committees of districts and cities to prepare the best conditions for the new school year 2024-2025, creating a mindset for teachers and students to enter the new school year with the highest spirit of excitement and determination; families cooperate to fully prepare conditions for children when they go to school.
Review, care for, and support poor and near-poor students, students with difficult and disadvantaged circumstances, and students who are policy beneficiaries to ensure that students have sufficient conditions to go to school. Absolutely do not let students not go to school because of difficult circumstances.
Do not allow overcharging or collection of excess revenue.
Information from the Department of Education and Training (DET) of Vinh Phuc province also said that before entering the new school year 2024-2025, the Department has requested units and schools to review all facilities, promptly repair, fix and handle degraded items that cause unsafety (such as electrical systems, lighting in classrooms, school gates, pruning tree branches, etc.). Resolutely do not use degraded and unsafe constructions.
Schools must carry out disinfection and cleaning of classrooms well to ensure a "green-clean-beautiful" school environment; develop a plan to preserve and effectively use equipped equipment and documents; repair, purchase additional (or propose to equip) missing equipment; liquidate damaged, unusable or expired equipment.
Review the registration for textbook purchase and supply to students, coordinate with suppliers to ensure sufficient supply for 100% of students to have textbooks, complete before the start of the new school year; have plans to supplement if there is a shortage; do not let students lack textbooks and learning materials.
Regarding the implementation of the collection of fees at the beginning of the school year, the Department has issued a document requesting its affiliated units to strictly implement the resolutions of the People's Council of Vinh Phuc province regulating the collection and expenditure in schools; and the Department's guiding documents on the implementation of collection in schools.
Require schools not to collect all fees at the same time, causing difficulties for parents; not to allow overcharging to occur, causing public outrage; submit to competent authorities for approval of revenues and expenditures during the school year and publicly disclose revenues and expenditures from the beginning of the school year in accordance with regulations of the Ministry of Education and Training and guidance documents of the Department.
