In particular, the two issues that the public is most concerned about, namely personnel work and administrative paperwork for people, have been proactively and promptly planned by localities.
Maximum convenience for people
Implementing the policy of the City, under the advice of the Department of Internal Affairs, the People's Committee of Gia Lam district directed the communes and towns to arrange officials and civil servants to go to residential areas to carry out procedures to adjust documents for citizens due to changes in administrative boundaries. Accordingly, the People's Committee of the commune will arrange a number of days to handle the conversion of each type of administrative document, such as citizen identification card, birth certificate, land use right certificate, etc.; publicly announce the implementation schedule to each citizen. During those days, officials and civil servants will go to the community activity house of the village, residential group (TDP) to serve the people, or organize to do it at the headquarters of the People's Committee of the commune (depending on the content of the administrative procedure - TTHC). The time can be arranged on the weekend, the most important thing is to calculate the most convenient for the people and carry it out in turn for each commune. After the arranged days like that, if the people do not come to do it, they will go to the government agency to do it themselves.
To solve the following basic issues to effectively reorganize district- and commune-level administrative units in the 2023-2025 period, the City will focus on directing agencies and localities to develop a reorganization project; do a good job of organizing the apparatus, arranging cadres, civil servants, and public employees; plans to handle headquarters and public assets; investment resources to connect traffic infrastructure; urban criteria... to ensure quality and progress. In particular, well resolve the policies and regimes for redundant cadres at agencies, organizations, and units in administrative units that carry out the reorganization in accordance with regulations.

Although in the third quarter of 2024, the arrangement of administrative units at the commune level (according to Plan 01/PA-UBND of Hanoi City) will be completed, the conversion of documents for people will be carried out, but right in these days, when the District People's Committee organizes training for cadres, civil servants of communes, towns and cadres of villages and residential groups on the arrangement of administrative units, the District Department of Home Affairs requires all grassroots cadres (Party Committee Secretaries, Residential Group Leaders, Heads of Commune Front Work Committees...) to actively propagate the district's approach in resolving document conversion for people, avoiding concerns and worries. At the same time, the Department of Home Affairs will advise the District People's Committee to direct departments and branches to implement the motto of maximum support in resolving administrative procedures for people.
“In fact, every time we have to arrange administrative units, due to changes in administrative boundaries, people often worry about having to convert administrative documents, causing time-consuming travel, waiting and costs. But now, according to the city's policy, people will receive maximum support in terms of time, administrative procedures and will not have to pay fees. From there, the district and commune authorities will deploy support for people to ensure the most convenience while still complying with regulations" - Head of Gia Lam District's Department of Internal Affairs Tran Trung Tuyet affirmed.
These days, at the headquarters of the People's Committee and residential areas of 7 wards in Hai Ba Trung district, they are urgently completing the posting of voter lists to prepare for collecting opinions on the arrangement of ward administrative units (expected from the beginning of April 2024), after the Project on arranging ward administrative units issued by the District People's Committee. The People's Committees of the wards also held meetings with grassroots officials to thoroughly understand the organization of collecting votes to survey voters' opinions by household. At the same time, the team of officials, civil servants and people have been thoroughly informed about the arrangement of administrative units. In particular, the District People's Committee has assigned specific tasks to relevant units (Department of Internal Affairs, Justice, District Police, etc.) to support people in resolving the conversion of administrative documents.
Immediately after completing the rearrangement of 7 wards (Cau Den, Bach Khoa, Dong Mac, Dong Nhan, Thanh Nhan, Bach Mai, Quynh Loi), 4 new wards will have a separate department to guide and notify specific dates for people to carry out administrative procedures. “The spirit of the district is in line with the general policy of both free of charge and creating maximum conditions for people in the process of converting documents to suit the new administrative boundaries. Moreover, it is now very convenient, because many administrative procedures can be performed online. We can also learn from good models in some other localities, such as sending officials to residential areas to serve people” - Head of the Department of Internal Affairs of Hai Ba Trung District Le Bich Hang shared.
In response to people's concerns, the leader of the Hanoi Department of Home Affairs said that in the past, in phase 1 of the arrangement of administrative units at the commune level in Hanoi, in some districts, the City Police supported people in the direction of the City Police going to the villages and residential areas to do administrative procedures for people. From that experience, in this arrangement of administrative units at the commune level, for all administrative procedures documents to change the place name and name of the administrative unit, the City Steering Committee has directed the City Police and specialized agencies to set up working groups to go directly to the villages and residential areas to support people, with the goal of being as fast as possible, without interruption, and avoiding trouble. The settlement of the conversion of administrative procedures documents due to the arrangement of administrative units at the commune level has been directed by the City Police to be implemented for people according to the mechanism of full support from the City. People making citizen identification cards, household registration books or related documents will be completely free of charge and the results will be returned as quickly as possible.
Ensuring policies for officials and civil servants
The issue that is always of most concern in the arrangement of administrative units is the work of cadres and the arrangement of specialized civil servants. Records in localities of Hanoi show that the majority of commune-level civil servants completely agree with the general policy, but there are also concerns, wondering whether in the future, even though they still maintain their professional titles, will they be able to continue their current duties?
“I have worked here for 8 years, of which the last 4 years have been my daily task of receiving and guiding people in handling administrative documents, so I really hope that when I merge into the new agency, I will continue this work; if I have to change, I hope to still promote the knowledge I have been trained in and my capacity and work experience,” shared Nguyen Thi Bich Diep, civil servant of the Department of Civil Status and Judicial Affairs of Quynh Loi Ward (Hai Ba Trung District).
In order for the staff to have a stable mindset and feel secure in their work, the leaders of the communes and wards have directed the locality to actively propagate the city's policy. According to the representative of the Hai Ba Trung District Department of Internal Affairs, the District People's Committee has completed the draft plan to arrange administrative units in the wards. However, according to the City's instructions, when there is a consulting unit appointed by the City, the department will coordinate with the unit to complete and submit to the Standing Committee of the District Party Committee for consideration and approval of a specific project on many contents such as: facilities, public assets, headquarters, staff, civil servants, etc.
From the district to the wards, all have been proactively prepared. When there is a plan, these contents will be made public at the People's Committee headquarters to collect voters' opinions. Notably, the plan for arranging civil servants has been approved by the District Internal Affairs Department in consultation with the District People's Committee; with the plan for arranging cadres, the head will be approved by the Standing Committee of the District Party Committee. The plans are all in the spirit of ensuring the policy mechanism for cadres and civil servants in accordance with regulations, such as cadres at the head level who are demoted to the deputy level will have their allowances maintained for a period of time.
“The city allows that if the arrangement cannot be made, the civil servants of the two wards can be merged into the status quo and there is a roadmap to reduce the number within 5 years, but in Hai Ba Trung district, there is a plan to arrange and rearrange the number relatively. In particular, for professional civil servants, the district People's Committee plans to arrange them according to the principle of both merging them into the status quo and combining transfers to district-level departments to reduce the total number of civil servants of the two wards, so the goal of streamlining the apparatus will be achieved" - Head of the Hai Ba Trung District Internal Affairs Department Le Bich Hang said.
For the cadres and civil servants of communes and towns subject to the arrangement of administrative units, the Organizing Committee of Gia Lam District Party Committee has also advised the Standing Committee of the District Party Committee to have a specific arrangement plan for redundant cadres, especially carefully calculating the positions of leaders (Party Secretary, Chairman of the People's Committee, Chairman of the Fatherland Front Committee, heads of mass organizations). For professional civil servants, the District Internal Affairs Department has advised the District People's Committee to come up with an arrangement plan, in accordance with the principles in Resolution 35: Merge the number of civil servants of the two communes together, places with excess civil servants will be arranged to places lacking civil servants, anyone who needs to resign or transfer to another place will be resolved, with the remaining civil servants, the status quo will be maintained for 5 years.
"We clearly define the policy of arranging a team of commune-level cadres and civil servants with the right expertise and ensuring their policies and benefits are in accordance with regulations" - Head of Gia Lam District's Department of Internal Affairs Tran Trung Tuyet emphasized.
In response to some concerns of grassroots cadres and civil servants, Director of the Hanoi Department of Home Affairs Tran Dinh Canh said that Resolution 35/2023/UBTVQH15 clearly stated that when merging two commune-level apparatuses, in addition to cadres and civil servants who transfer jobs or request to retire according to their personal wishes, they need to be arranged, the remaining cadres and civil servants will be merged as is and resolved step by step according to a 5-year roadmap. In particular, with the positions of specialized cadres of wards and communes, it is necessary to arrange administrative units (Party Secretary, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee, heads of 5 mass organizations, etc.), the City will have a plan and direct districts, towns and cities to arrange appropriately. With the deputy and civil servant positions remaining the same, the job positions they are holding will not change.
“Hanoi has nothing to worry about regarding redundant cadres and civil servants due to the rearrangement of commune-level administrative units. The Department of Home Affairs has proactively instructed districts to pay attention to: recruiting and appointing commune-level civil servants to work at district-level agencies that are still lacking; transferring cadres and civil servants from one unit to another unit that is not affected by the rearrangement; resolving the regime for redundant cadres who are close to retirement age and wish to retire early, cadres who wish to quit their jobs; recruiting qualified full-time cadres as civil servants, and merging the rest that cannot be resolved... The City People's Council has also issued a Resolution on policies to support redundant cadres after the rearrangement,” Mr. Tran Dinh Canh affirmed.
The arrangement of cadres and civil servants working in wards subject to the arrangement of administrative units cannot cause major disruption to their work and must ensure their income and living conditions, because behind them are their families - the most important issue. During that process, it is necessary to pay attention to listening to the opinions of cadres at the grassroots level.
