On November 27, Chief of Office and Spokesperson of the Ministry of Home Affairs Vu Dang Minh affirmed that the information and images being spread on social networks about the arrangement and merger of provinces and cities in Vietnam are incorrect.
According to Mr. Vu Dang Ninh, the Ministry of Home Affairs and relevant agencies are currently implementing the restructuring of the apparatus towards streamlining, effectiveness and efficiency as directed by the Politburo and General Secretary To Lam.
The 13th Party Central Committee recently identified this as an especially important task, a revolution in streamlining the organizational apparatus of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system.
The spokesperson of the Ministry of Home Affairs emphasized that all information about the plan to reorganize the apparatus in the political system is currently being researched and prepared and is being implemented in a confidential manner. Therefore, if anyone posts it online, it is a violation of regulations on protecting state secrets. Anyone who violates will be handled according to the provisions of the law.
“We have discussed with the Ministry of Public Security and requested the cyber security agency to review and handle the posting of incorrect information that affects social psychology. On November 28, the Ministry of Home Affairs will send a document to the Ministry of Public Security requesting to inspect and handle the person who posted that information,” Mr. Vu Dang Ninh informed.
Regarding this issue, Minister of Home Affairs Pham Thi Thanh Tra said that, in the immediate future, the restructuring of the apparatus will be implemented at the central level; the restructuring of provincial administrative units will be implemented later and there is currently no policy to immediately merge provinces and cities.
Summarizing the implementation of the Law on Organization of Local Government, the Ministry of Home Affairs assessed and classified administrative units to help local authorities at all levels conveniently plan socio-economic development policies and appropriate organizational structure and regimes for cadres and civil servants.
However, the standards for administrative units at all levels from 2016, revised in 2022, are not suitable for reality. There are still many units with small areas and low populations compared to the standards, causing difficulties in streamlining the apparatus and reducing staff at local government levels.
Resolution 18 of the Central Committee has required the gradual arrangement, consolidation and reorganization of district and commune-level administrative units that do not meet the standards prescribed by law; encouraging the merger and increase in the size of administrative units at all levels in places with sufficient conditions to improve management and operation capacity and strengthen local resources.
In the 2019-2021 period, the National Assembly Standing Committee issued 48 resolutions to reorganize 21 district-level units and 1,056 commune-level units in 45 provinces and cities. Thereby, the country has reduced 8 district-level units and 561 commune-level units. The reorganization helps reduce 3,437 commune-level agencies, 429 district-level agencies and reduce state budget expenditures by VND 2,000 billion.
It is known that in early November 2024, the National Assembly Standing Committee issued resolutions on the arrangement of administrative units for the 2023-2025 period with 21 localities, of which the total number of district-level administrative units to be arranged is 25, and the commune-level is 756; reducing 7 district-level units and 373 commune-level units.
