Land complaints are on the rise in some localities as citizens believe that administrative agencies have not properly implemented legal regulations.

On the morning of November 26, Head of the National Assembly's Petition Committee Duong Thanh Binh presented a report on the results of receiving citizens, handling petitions and supervising the settlement of citizens' complaints and denunciations sent to the National Assembly in 2024.

Petitions are mainly related to land, construction, compensation and resettlement.

According to the Head of the National Assembly's Petition Committee, in 2024, the number of citizens coming to the citizen reception places of the National Assembly agencies and National Assembly delegations will decrease, but the number of complaints, denunciations, petitions, and reflections sent by citizens to the National Assembly agencies, agencies under the National Assembly Standing Committee, and National Assembly delegations will increase by 1,033 compared to 2023.

The content of citizens' petitions sent in the administrative field is mainly related to the following areas: land and construction management; compensation, support, and resettlement when the State reclaims land; and management and operation of apartment buildings.

Notably, complaints and denunciations related to financial investment activities; activities of waste treatment areas, concentrated livestock farming causing environmental pollution; related to the labor-employment sector; agricultural and forestry land in some provinces in the Central Highlands region... need to be paid attention to by competent authorities with effective solutions to limit the occurrence and resolve them completely in the coming time.

It is worth noting that The situation of administrative complaints, especially in the field of land, tends to increase in some localities when citizens believe that state administrative agencies have not properly implemented legal regulations when handling administrative procedures related to land.

"This is an issue that needs to be paid attention to by administrative management agencies when performing public duties, reforming administrative procedures in the land sector and coordinating more closely with the Court in resolving administrative cases," said Head of the National Assembly's Petition Committee Duong Thanh Binh.

During the reporting period, the agencies of the National Assembly and the National Assembly delegations received 4,987 people coming to complain, denounce, petition, and reflect on 4,608 cases, including 234 large delegations. Through receiving citizens, the agencies issued 1,092 documents transferring citizens' petitions to competent agencies for settlement; provided written guidance for 295 petitions; directly explained, persuaded, and mobilized 3,221 citizens to comply with the judgments, conclusions, and settlement decisions of competent agencies.

The agencies received 32,212 petitions from citizens, an increase of 1,033 petitions compared to 2023. After studying 9,676 petitions that were eligible for processing, 4,216 petitions were transferred to competent agencies for settlement; guidance documents were issued and citizens were responded to for 1,384 petitions; 534 petitions were continued to be studied and 23,960 petitions were kept for monitoring.

Through studying the content of citizens' petitions and the results of the settlement and response of competent State agencies, the agencies have carried out activities to supervise the settlement of 252 cases. Of these, 178 cases have been Standing Committee of the National Assembly recommendations in the monthly People's Petition Report.

Many cases and pressing issues that voters and people are concerned about and reflect on have been assigned by the National Assembly and the National Assembly Standing Committee to the National Council and the National Assembly Committees to preside over and coordinate with relevant agencies to implement through thematic supervision activities; organize explanation sessions to recommend competent agencies to resolve practical difficulties and shortcomings.

According to the Head of the National Assembly's Petition Committee, the implementation of petition work has always been of interest to the agencies of the National Assembly and the National Assembly Delegation to receive, listen to, and absorb the opinions and recommendations of voters and people in perfecting the institution, improving the quality, effectiveness, and efficiency of supervision activities, especially the supervision of the settlement of complaints and denunciations of citizens.

Through reviewing reports on the results of implementing people's petition work, many pressing issues, difficulties and obstacles in the implementation of policies and laws have been noted by the National Assembly agencies and National Assembly deputies to make recommendations to competent agencies for consideration and resolution; many complicated and crowded cases have been promptly resolved by competent agencies. Thereby, the people's trust in the Party and the State has been strengthened; demonstrating the role and responsibility of elected agencies and elected deputies towards voters and the people.

Continue to improve the quality and effectiveness of citizen reception work

According to Head of the National Assembly's Petition Committee Duong Thanh Binh, in 2025, National Assembly agencies and delegations need to continue to improve the quality and effectiveness of citizen reception, petition handling and supervision of the settlement of complaints and denunciations, especially complicated, backlogged and prolonged cases.

Further improve the quality of advisory work to limit the transfer of complaints and denunciations to the wrong competent authority or the transfer of complaints for cases that have been resolved beyond the authority and in accordance with legal regulations.

In addition, the agencies of the National Assembly and the delegations of the National Assembly must also strengthen the supervision of the implementation of the law on receiving citizens, handling complaints and denunciations, especially the responsibility of the heads of administrative agencies in performing the task of handling complaints and denunciations.

Promptly amend, supplement and perfect legal regulations on receiving citizens, handling petitions and supervising the handling of complaints, denunciations, recommendations and reflections of citizens.

For cases that have not been resolved or have been resolved but citizens continue to make complaints and denunciations that are of concern to public opinion, the agencies of the National Assembly and the National Assembly Delegation need to be proactive and coordinate with relevant agencies to monitor and recommend competent agencies to resolve them in order to remove difficulties and obstacles in practice.

Pay more attention to organizing training and fostering to improve knowledge and skills for elected representatives and civil servants in consulting and assisting in citizen reception, handling petitions and supervising the settlement of complaints and denunciations.

For the Government, the Prime Minister, the Central Ministries and branches, the National Assembly Standing Committee recommends continuing to deploy and effectively implement the recommendations of the National Assembly Standing Committee in Resolution 623, in which it is necessary to pay attention to perfecting the institutions on receiving citizens, handling complaints and denunciations; promptly promulgate regulations on handling recommendations and reflections to ensure consistency and consistency with relevant legal provisions;

Strengthen state management and public inspection work on citizen reception, handling complaints and denunciations; be proactive in grasping the situation, especially in localities where there are or are likely to be crowded and complicated incidents, to proactively urge and coordinate with localities to resolve them thoroughly;

There are solutions to thoroughly handle the situation of mass complaints and petitions that go beyond the level of the central agencies; summarize the review of pending, complicated, and prolonged complaints and denunciations to thoroughly resolve them, and at the same time review newly arising complicated cases to make a list for review in the coming time.

Urgently review and resolve cases that have been recommended by the National Assembly Standing Committee but have not yet been resolved, responded to, or have not yet received information on the resolution results.

The National Assembly Standing Committee also requested agencies including the Supreme People's Court and the Supreme People's Procuracy to continue to deploy and effectively implement the recommendations of the National Assembly Standing Committee in Resolution 623 under the responsibility of the Supreme People's Court and the Supreme People's Procuracy.

Continue to have solutions to further improve the quality and progress of case settlement; ensure that the Court's judgments and decisions are effective and enforced, contributing to limiting the occurrence of prolonged complaints and denunciations. Have solutions to overcome subjective causes, especially those related to the qualifications and responsibilities of some officials assigned to handle complaints and denunciations, and consider requests under the procedures of cassation and retrial.

Strengthen coordination between the Supreme People's Court, the Supreme People's Procuracy and the National Assembly's agencies in receiving and processing citizens' petitions; closely coordinate in providing information to limit the situation of sending petitions to the wrong address or sending petitions without clear basis.

Urgently review and resolve cases that have been proposed by National Assembly agencies and National Assembly delegations but have not yet been resolved, responded to, or have not yet received information on the resolution results.
