Many violating establishments have defiant, opposing, and contemptuous attitudes toward authorities.
For example, the case of a patient with NTBT who suffered a critical anaphylactic shock after undergoing genital cosmetic surgery at Diva Saigon Cosmetic Clinic (District 11). While the patient was being treated, the inspection team from the Ho Chi Minh City Department of Health came to clarify the incident, but the clinic staff reacted and strongly resisted.
Or recently, Dr EVA business (District 10) defied the 18-month suspension order, openly advertised and solicited on Facebook and performed genital cosmetic surgery on customers. When the Ho Chi Minh City Department of Health Inspectorate suddenly inspected the facility, the people inside closed the door and had to ask for support from local authorities. This time, the authorities continued to discover violations in the field of medical examination and treatment.
Meanwhile, Saigon Shine Company Limited (District 3) disguised itself as a dental clinic to illegally practice male medical treatment. This facility did not comply with requests to remove illegal advertisements in the medical field, and did not come to work with the authorities despite being invited twice...
The defiant attitude of the violating establishments was pointed out by the Ho Chi Minh City Department of Health at the end of 2023. Among them was the case of an owner of an unlicensed beauty salon in Thu Duc City who repeatedly opposed health inspectors. On social networks, this person posted a clip with statements that disregarded the law and people's health...
Up to now, many beauty salons have been inspected and punished by the authorities, but the disregard for the law by violators makes management even more difficult. Some establishments that were suspended today will "sprout" a new sign in the same location the next day and continue to violate. The "cicada shedding its shell" trick is fully exploited by violators, pushing the consequences onto customers.
A cosmetic specialist said that the administrative penalty for illegal cosmetic establishments operating without a license ranges from a few tens of millions of VND to about 100 million VND (depending on the violation), which is very small compared to the actual profits that the establishment earns. Penalties that are not sufficiently deterrent can have the opposite effect, causing violators to disregard the law, repeat violations, and bypass management agencies. When this defiant and contemptuous attitude continues, the problem of illegal cosmetic establishments may fall into a state of "drug resistance".
