"Overcoming the sun, overcoming the rain" to reach the finish line ahead of schedule
On the morning of April 20, at Dien Bien Airport (Dien Bien Phu City, Dien Bien Province), Vietnam Air Traffic Management Corporation (VATM) held the inauguration ceremony of Dien Bien Air Traffic Control Station.
Local leaders, the Corporation and units cut the ribbon to inaugurate the Dien Bien Air Traffic Control Station project.
Speaking at the ceremony, Mr. Le Thanh Do, Chairman of Dien Bien Provincial People's Committee, expressed his joy and excitement and said that this is a project to celebrate the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), an event that "resounds across five continents, shakes the world", a proud milestone in the history of the nation, an event responding to Dien Bien National Tourism Year 2024.
“The project was designed with the idea of Dien Bien’s heroic history and the cultural beauty of the region. It is the image of Uncle Ho’s soldiers waving the flag on the roof of De Castries bunker in 1954 with the Dien Bien Phu victory that shook the world and the Ban flower, the flower symbolizing the beauty and symbol of the Northwest mountainous region and Dien Bien province,” Mr. Le Thanh Do emphasized.
During the implementation process, the project had to stop construction for 20 days due to unfavorable weather. At the same time, the air traffic control tower space was narrow, making it impossible to mobilize many workers and had to limit construction when the airport resumed operations from the end of December 2023.
However, the investor, the Northern Air Traffic Management Company (Vietnam Air Traffic Management Corporation), promptly dispatched staff to urge the contractor to work 3 shifts per day with the motto "overcoming the sun, overcoming the rain", "eating quickly, working urgently" to make up for the progress.
After tireless efforts, the project started on April 27, 2023 and was inaugurated on April 20, 2024 with a total construction time of 358 days, finishing ahead of schedule.
Project to commemorate the 70th anniversary of the historic Dien Bien Phu victory
The project to build the Dien Bien Airport Air Traffic Control Tower is one of the key projects along with the expansion and upgrading of Dien Bien Airport, with a total investment of more than 93 billion VND invested by Vietnam Air Traffic Management Corporation, inaugurated on the occasion of the 70th anniversary of the historic Dien Bien Phu victory and the 31st anniversary of the establishment of Vietnam Air Traffic Management Corporation (April 20, 1993 - April 20, 2024).
The project is deployed on a total area of 6,150m2, with the highlight being the 36m high air traffic control tower, stylized in the shape of 5 white flowers rising from the office building, designed with inspiration from the Command Bunker of the Dien Bien Phu Base Group. The overall project is an important highlight at Dien Bien Airport, giving the airport a new look, worthy of the heroic historical site of Dien Bien Phu.

In particular, Vietnam Air Traffic Management Corporation has invested in and installed a modern flight equipment system that meets the requirements of the International Civil Aviation Organization (ICAO).
This includes an automatic meteorological monitoring system, ensuring enhanced meteorological forecasting for flights to/from Dien Bien airport; installing two additional VHF communication relay stations at Pha Din and Dien Bien Dong to ensure coverage, helping to ensure smooth and stable communication between air traffic controllers and flight crews.
New flight control methods at the Air Traffic Control Station using satellite technology are designed to be more flexible, straighter and have shorter flight trajectories, helping to save flight time for airlines and improve the operational capacity of Dien Bien airport, ensuring safety, accuracy and ensuring operations in more complex weather conditions than traditional methods.
Air traffic controllers focus on monitoring aircraft operations at the new Air Traffic Control Tower.
Previously, at 7:00 a.m. on April 18, VATM successfully converted the new Dien Bien Air Traffic Control Station into operation and took over the safe management of take-off and landing flights.
Once completed and put into operation, the project will contribute to creating momentum for economic, cultural and social development, while ensuring security and defense of Dien Bien province in particular and the Northwest region in general.
