According to the Deputy Prime Minister, in Dien Bien province in particular and the Northwest region in general, every March, Hoa Ban blooms on the mountains and hillsides, adding to the beauty of the mountains and forests. Hoa Ban has penetrated deeply into the subconscious, becoming an inherent beauty in the cultural and spiritual life of the ethnic groups in the Northwest region, a symbol of eternal values ​​and pride in the homeland and country; for the pure beauty, vitality and strong desire to rise from challenges and hardships. Hoa Ban has truly become the cultural identity of the ethnic groups here.

The beauty and value of Hoa Ban have been preserved, conserved and promoted by the ethnic people through many practical activities, including the annual Hoa Ban Festival. For many years, the Ban Flower Festival together with the Cultural, Sports and Tourism Festival of Dien Bien Province's Ethnic Groups have become important and meaningful events to strengthen the spirit of solidarity, honor the fine traditional cultural values ​​of the ethnic groups in the northern mountainous region in the unified and diverse culture of the community of 54 ethnic groups; promote and introduce culture, sports and tourism, contributing to promoting socio-economic development, constantly improving the material and spiritual life of the people.
