NDO - On behalf of the National Assembly Standing Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh has just signed and issued Conclusion No. 1036/KL-UBTVQH15 of the National Assembly Standing Committee on continuing to reorganize administrative units at district and commune levels in the 2023-2030 period.
Reduce 7 district-level administrative units and 373 commune-level administrative units
The conclusion stated that on the afternoon of October 24, 2024, the National Assembly Standing Committee reviewed and decided on the Projects on rearranging district- and commune-level administrative units for the 2023-2025 period of 21 provinces and centrally-run cities, including: Ba Ria-Vung Tau, Bac Lieu, Bac Ninh, Ben Tre, Binh Dinh, Binh Thuan, Ca Mau, Da Nang, Hai Duong, Hai Phong, Hung Yen, Kien Giang, Lang Son, Lam Dong, Long An, Nghe An, Quang Binh, Quang Nam, Thai Nguyen, Thanh Hoa and Yen Bai according to the Government's Submissions and the Inspection Report of the Law Committee.
Based on the Government's proposal, up to now, the National Assembly Standing Committee has considered and approved 37 Resolutions on the arrangement of district- and commune-level administrative units of 37 provinces and centrally-run cities for the 2023-2025 period (not including the arrangement of district- and commune-level administrative units of Thua Thien Hue province, which was approved in principle by the National Assembly Standing Committee but has not yet issued a Resolution).
Thereby, 25 district-level administrative units and 756 commune-level administrative units have been reorganized in the 2023-2025 period; 7 district-level administrative units and 373 commune-level administrative units have been reduced.
The National Assembly Standing Committee recommends that the Government and ministries, branches and localities pay attention to and note the organization of assessments and experience in researching, developing and approving the overall plan for the arrangement of district and commune-level administrative units of localities to better implement in the period of 2026-2030, ensuring that the units formed after the arrangement meet the prescribed standards and meet the goals and requirements of the arrangement of administrative units, creating convenience for people and businesses and improving the effectiveness and efficiency of state management, promoting socio-economic development.
For administrative units subject to rearrangement that the Government has proposed but have not yet been rearranged in the 2023-2025 period, the National Assembly Standing Committee recommends that the Government direct localities to continue reviewing, evaluating, proactively developing plans and having a roadmap to supplement and complete necessary standards to carry out the rearrangement when conditions are sufficient as required.
For district and commune-level administrative units that have not yet been reorganized due to incomplete procedures related to urban planning or have not yet organized the preparation of urban classification projects, reviewed urban classification criteria, and assessed the level of urban infrastructure development, the National Assembly Standing Committee requested the Government to urge and direct ministries, branches, and localities to promptly implement the processes and procedures according to regulations.
For administrative units where the Government and local authorities have committed to ensuring the completion of the work of establishing and adjusting urban planning and evaluating and recognizing urban types for urban administrative units formed after the rearrangement, it is recommended to continue focusing on implementation in accordance with legal regulations, ensuring completion before December 31, 2025 as committed.
Regarding the Project on rearranging district- and commune-level administrative units in the 2023-2025 period of the remaining 13 provinces and centrally-run cities, the National Assembly Standing Committee requested the Government to urgently complete the dossier to submit to the National Assembly Standing Committee for consideration and decision, ensuring the progress and requirements of the rearrangement of administrative units.
Solve well the problem of arranging and managing surplus staff, headquarters and public assets.
The National Assembly Standing Committee requested the Government to direct provinces and centrally run cities to urgently issue a Plan to implement the Resolution of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of their localities for the 2023-2025 period immediately after the Resolution is issued.
Along with that, focus on solutions and resources to ensure political stability, security, national defense, properly resolve the issue of arranging and reorganizing surplus cadres, civil servants, public employees, non-professional workers and headquarters, public assets, prioritize the arrangement of surplus public headquarters as commune police headquarters, promptly stabilize the operations of agencies and organizations in the local political system, pay attention to budget arrangement, support investment to serve the arrangement of administrative units, ensure thrift practice, and combat waste.
At the same time, create the most favorable conditions for individuals and organizations when changing related documents and other necessary conditions for the operation of newly arranged and established administrative units, limit major disruptions to people's lives; promptly grasp the thoughts and aspirations to resolve difficulties of cadres and people when arranging administrative units.
Pay attention to and do a good job of widely disseminating and propagating the content of the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the 2023-2025 period of their localities and prepare well for the Party Congresses at all levels in administrative units to carry out the arrangement.
The National Assembly Standing Committee also noted that the Government directed relevant ministries to urgently review, make a list and deploy the arrangement of support from the central budget for provinces and centrally run cities to reorganize administrative units according to the provisions of Clause 2, Article 22 of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee.
In case of difficulties or problems, proactively direct and guide solutions or report to the National Assembly or the National Assembly Standing Committee for consideration and handling according to authority.
