Accordingly, the Central Committee noted to carry out well political and ideological work, create high unity within the Party, within the political system and consensus among the people on the revolution of streamlining the organizational apparatus; improve the efficiency, effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
The Central Committee requested to continue focusing on researching and perfecting the overall organizational model of the political system to meet development requirements in the new era. In particular, building Party agencies at the Central level to be strong in organization and personnel, truly being the intellectual core, the "general staff", the vanguard leading State agencies; strongly innovating the work of law making and improving the quality of draft laws.

Along with that, innovate the organization and improve the quality of operations of people's courts, people's procuracies, investigation agencies, enforcement agencies, and judicial support agencies to meet the requirements of judicial reform.
