On the morning of December 6, the 15th Provincial People's Council solemnly opened the 17th session - the regular year-end session as prescribed by law.
Attending the opening session were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Also attending were former members of the Provincial Standing Committee; representatives of some Party Building Committees of the Central Committee; members of the Provincial National Assembly Delegation; members of the Provincial Standing Committee, the Provincial People's Council, leaders of the Provincial People's Committee; former members of the Provincial Standing Committee, former leaders of the Provincial People's Council, former leaders of the Provincial People's Committee, former leaders of the Provincial National Assembly Delegation; leaders of departments, branches, sectors, and mass organizations of the province; heads of central agencies located in the province; Secretaries of district and city Party Committees, and affiliated Party Committees; Chairmen, Vice Chairmen of People's Councils, Chairmen of People's Committees, Chairmen of Vietnam Fatherland Front Committees of districts and cities; and grassroots voters.

Speaking at the opening of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized the purpose, content and requirements of the session. He affirmed that in the first half of the 2021-2026 term, the Provincial People's Council has completed a huge amount of work according to regulations and authority, successfully organized 16 sessions, passed 326 resolutions on important local issues, promptly resolved urgent issues arising from reality, contributing to promoting the province's socio-economic development, the economic structure continues to shift positively towards industrialization, modernization, greening, increasing value associated with labor structure shift. Culture - society has made many advances, social security is ensured, the material and spiritual life of the people continues to improve. Local defense and military are strengthened, political security, social order and safety are maintained.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said: At this session, the Provincial People's Council reviewed and discussed reports of the Provincial People's Committee on the implementation of socio-economic tasks in 2023, directions and tasks for socio-economic development in 2024; results of handling voters' opinions and recommendations before the 15th session of the Provincial People's Council; results of implementing commitments at the question-and-answer session of the 15th session of the Provincial People's Council; reviewing reports on the activities of the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and functional agencies according to the law. The Provincial People's Council conducted questions and answers, and performed personnel work within its authority. The Provincial People's Council reviewed and approved 65 draft resolutions to promptly institutionalize the Party's guidelines and policies, the State's policies and laws, and meet the socio-economic development requirements of the province in 2024 and the following years.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: At this session, the Provincial People's Council organized a vote of confidence for those holding positions elected by the Provincial People's Council. This is an important method of supervision, demonstrating the Provincial People's Council's recognition and evaluation of the efforts, attempts and work results since the beginning of the term of those who were voted for confidence.
Based on the report of the person whose vote of confidence was sent to each delegate of the Provincial People's Council, listening to the opinions of voters, from their own monitoring and supervision practices, it is recommended that each delegate of the Provincial People's Council promote a sense of responsibility, evaluate impartially, objectively and accurately in recording a vote of confidence for those holding positions elected by the Provincial People's Council for the 2021-2026 term.
In order for the session to successfully complete the proposed agenda, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the delegates of the Provincial People's Council to uphold their sense of responsibility, promote democracy, concentrate their intelligence, carefully study the content of the session, clearly express their opinions when discussing and deciding on issues presented at the session; at the same time, actively participate in questioning, clarifying the responsibilities of collectives and individuals, proposing solutions to overcome the shortcomings and limitations that have been and are being concerned by many voters, making an important contribution to the socio-economic development, ensuring security and national defense of the province.
