Heavy rains on October 4 in the Lhonak Lake area in the mountainous state of Sikkim caused the water level of the upstream Chungthang Dam to rise, forcing authorities to release water downstream, causing flooding and flash floods in the lower Teesta River area, near India's borders with Nepal and China.
Floods washed away vital road infrastructure and caused widespread power outages in many areas.
Flash floods are common during the monsoon season, which lasts from June to late September in India. Usually, India does not have any heavy rains until October.
However, scientists say climate change is increasing the frequency and severity of monsoon rains in the country.
