As of June 20, 2024, the disbursement progress of the entire Tien Yen district reached 235.9 billion VND, equal to 32.1% of the capital plan. Thus, after the first 6 months of the year, the disbursement of local public investment capital is still slower than expected.
Faced with the above situation, Tien Yen District People's Committee has strengthened direction and urged specialized departments and local People's Committees to closely coordinate in developing an implementation plan, with the goal of disbursing 100% of the capital plan by December 31, 2024.
To ensure the acceleration of disbursement progress of public investment projects, recover advances from 2023 and transfer to 2024, Tien Yen district continues to strictly manage investment costs, use allocated capital economically and effectively, and at the same time improve investment efficiency of projects, construction quality, and complete assigned projects and tasks on schedule.
Currently, in Tien Yen district, many public investment projects are being implemented, of which two notable projects are: embankment to prevent landslides and protect residential areas along the riverbank in Tien Lang commune; renovating, upgrading and expanding the road from National Highway 18A (from behind Nguyen Trai High School) to Pac Sui waterfall (Yen Than commune).
Specifically, the embankment to prevent landslides and protect residential areas on the riverbank in Tien Lang commune is 953.5m long, divided into 2 phases with a total investment of 120 billion VND. The completion time is September 2024. The project to renovate, upgrade and expand the road from National Highway 18A (from behind Nguyen Trai High School) to Pac Sui waterfall (Yen Than commune) has a total length of 6.495km, with a total investment of over 70 billion VND.
For completed projects, Tien Yen district requires investors to promptly carry out the work of acceptance and payment of volume to recover advance capital, prepare settlement documents to ensure regulations, and avoid the situation of piling up many documents for settlement approval at the end of the year, not ensuring the time for appraisal and approval of project settlement. For projects under construction, investors direct and urge contractors to take advantage of favorable weather, mobilize maximum machinery, human resources, work overtime, and increase shifts to speed up the implementation progress.
Tien Yen district is also determined to terminate contracts, replace, and strictly handle contractors who violate contracts, intentionally delay progress, violate technical procedures and legal regulations during construction (not ensuring construction quality, not mobilizing and arranging enough equipment, machinery, human resources, etc. according to bidding documents and contracts). Absolutely do not allow violations of construction quality, do not allow corruption, negativity, or waste.
Investors propose to strictly handle according to the provisions of law organizations and individuals who deliberately cause difficulties, hinder, and delay the progress of capital allocation, implementation, and disbursement of public investment capital. Timely replace cadres, civil servants, and public employees who are weak in capacity, causing stagnation, harassment, and inconvenience...
The guiding viewpoint of Tien Yen District People's Committee in the last months of the year is not to follow the disbursement progress which will affect the quality of the project. The District People's Committee strengthens inspection, examination, auditing, and strictly handles organizations and individuals who violate; strictly controls the goals and effectiveness of capital use to ensure fairness, publicity, transparency, and prevent corruption and group interests.
