On May 20, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, signed a decision approving the 2024 Housing Development Plan in the province.
Accordingly, in 2024, Thanh Hoa aims to increase the total housing area by about 4,062,233 m2, equivalent to nearly 40,000 houses, with the total expected capital mobilized to implement about 31,000 billion VND.
With the above plan, it is expected that by the end of 2024, the average housing area of Thanh Hoa province will reach about 27.6m2 of floor/person. Of which, urban areas will reach about 34.4m2 of floor/person, and rural areas will reach about 23.5m2 of floor/person.
Types of housing include: Commercial housing with a total area of 2,239,409m2, equivalent to 18,662 units; social housing with an area of 100,591m2 with 1,677 units; resettlement housing with an area of 396,122m2 with 3,961 units; self-built housing with an area of 1,326,111m2 with 15,602 units.

In the list of housing projects to be implemented in 2024, Sam Son City is the locality with the largest housing area with 1,530 hectares, followed by Nghi Son town with 767 hectares and Thanh Hoa city with 402 hectares. Other localities also have large areas to start construction such as Bim Son town with 280 hectares, Hoang Hoa district 294 hectares, Quang Xuong district 198 hectares, Thieu Hoa district 153 hectares, Ngoc Lac district 179 hectares...
Regarding capital, it is expected to be mobilized from various sources, specifically including: Developing commercial housing with socialized capital from enterprises, credit institutions, etc.; individual housing built by people themselves from accumulated income capital of households, other legal capital sources, etc.; social housing from capital of enterprises, loans from preferential credit institutions, loans from the Social Policy Bank, etc.
Housing development is an important indicator
According to the document, the above approval decision aims to specify the implementation of housing development goals in the Housing Development Plan in the province for the period 2021-2025 approved by the Provincial People's Committee to effectively implement sustainable housing development in the coming time.
Determining the needs, locations, development areas, types of housing, scale of housing development projects (including quantity, land use area, construction floor area) contributes to ensuring and improving the quality of life of the people, developing civilized and modern urban housing; developing rural housing in a synchronous and consistent manner with the National Target Program on new rural construction, gradually improving the quality of housing for people; urban embellishment, building a complete social infrastructure system, technical infrastructure, in sync with the general development of the province.
At the same time, the housing development target in the Plan must be identified as one of the basic targets of the province's socio-economic development plan, suitable for each period of the province's socio-economic development conditions.
To effectively implement the plan, the leaders of Thanh Hoa Provincial People's Committee assigned the Department of Construction as the standing agency of the Steering Committee on housing policy and real estate market of the province, with the task of organizing the implementation of the Plan; guiding, urging, supervising and inspecting the People's Committees of districts, towns and cities, the Management Board of Nghi Son Economic Zone and Industrial Parks to implement and ensure the progress and effectiveness of this Plan.
Coordinate with the Department of Natural Resources and Environment, People's Committees of districts, towns and cities to review, establish and adjust general planning, zoning planning and detailed planning to ensure land funds for investment in the construction of commercial housing, social housing, resettlement housing, residential areas, etc.

Take the lead and coordinate with departments, branches, sectors and localities to research, advise and propose the Provincial People's Committee to consider and report to the Provincial People's Council to issue mechanisms and policies to attract investment and develop housing. Guide and implement regulations on housing development and management; housing support policies and effectively perform the state management function on planning management, quality management of housing works and urban technical infrastructure. In addition, periodically summarize and evaluate the situation and results of the implementation of the Plan; report to the Ministry of Construction and the Provincial People's Committee according to regulations.
Agencies such as the Department of Planning and Investment, the Department of Natural Resources and Environment, and the Department of Finance are responsible for presiding over and coordinating with relevant departments, branches, sectors, and units to advise and propose to the Provincial People's Committee during the implementation of the plan.
In addition, the People's Committees of districts, towns and cities directly under the province shall perform well the function of state management of housing development in the locality and tasks such as compensation, support, resettlement, site clearance, allocation of local budget capital, support for investment in technical infrastructure, etc. At the same time, monitor, inspect and urge investors to implement housing development projects to ensure the correct content and progress of the project approved by competent authorities; handle or propose handling of violations according to regulations...
