Digital transformation in the mining sector is an inevitable trend.
Speaking at the opening of the Workshop, Mr. Lai Hong Thanh - Chief of Office of the National Mineral Reserves Assessment Council, Head of Emulation Block II, Ministry of Natural Resources and Environment said: Digital transformation is an inevitable trend in today's era, opening up unprecedented opportunities for countries, localities and businesses around the world to rise up in the Fourth Industrial Revolution.
Recognizing the importance of digital transformation, many countries in the world have developed and implemented national strategies/programs on digital transformation. Not outside of that general trend, in recent times, Vietnam has had many important policies, guidelines and orientations to participate in the Industrial Revolution 4.0 and digital transformation, including Resolution No. 10-NQ/TW of the Politburo on strategic orientation of geology, minerals and mining industry to 2030, with a vision to 2045 issued on February 10, 2022, which has identified the goal of Digital Transformation in the field of mineral exploitation towards a green economy and circular economy.
Accordingly, the Ministry of Natural Resources and Environment has issued a plan for 2023 with the theme "Solidarity, discipline, innovation, creativity, digital transformation, green transformation" to strongly promote natural resources for the future of sustainable development of the circular economy and green economy. This is also the reason for Emulation Block I and Emulation Block II to coordinate with the Department of Natural Resources and Environment of Thanh Hoa to organize the Workshop.
Mr. Lai Hong Thanh hopes that the units and enterprises participating in the Workshop will jointly assess the current status of mineral exploitation management, the role and significance of digital transformation in the mineral sector in general and of their own enterprises in particular, to unify the awareness, conceptual content and content of "digital transformation of mineral exploitation enterprises".
From there, propose solutions and roadmaps to be implemented for the Digital Transformation plan in the field of mineral exploitation towards a green economy and circular economy to strictly manage, exploit, use rationally, economically and effectively mineral resources in accordance with the spirit of Resolution No. 10 as well as the Plan of the Government and the Ministry of Natural Resources and Environment that needs to be implemented in the coming time.
Reporting at the Conference, Mr. Do Van Dinh - Office of the National Mineral Reserves Assessment Council said: Our country has over 60 different types of minerals. Compared to the world, Vietnam can be classified into the group with rich mineral potential. However, the exploitation of mineral resources in the past has still had many shortcomings and is not reasonable. Therefore, the development and implementation of new applications using the basic technology of the 4.0 industrial revolution to optimize activities to improve efficiency and quality of work is extremely urgent.
In recent years, the application of information technology in the natural resources and environment sector has achieved many positive results, contributing to the overall development of the sector. Vietnam is strongly transforming from information technology (computerization) to digital technology, combined with achievements of telecommunications technology; shifting from paper-based information management to building a national database. Some enterprises that have boldly promoted the application of achievements of industry 4.0 in mining activities, gradually implementing digital transformation such as: Long Son Company Limited, Chinfon Cement Company, Nui Phao Mineral Exploitation and Processing Company Limited, Vietnam National Coal and Minerals Group, etc.
Mr. Do Van Dinh believes that the initial results achieved by the above enterprises, together with the determination and support of experts and scientists, are the basis for implementing digital transformation in the field of mineral exploitation towards a green economy and circular economy.
Proposing a mining roadmap towards a green economy and circular economy
At the conference, Masan High-Tech Materials Company (MHT) proposed the orientation and strategy for integrating digital transformation towards circular economy, digital economy, green growth and sustainable development. Mr. Luong Chi Cong - Manager of External Affairs and Government Relations, Masan High-Tech Material Company shared: In addition to core solutions on technology, circular economy, especially the integration of digital transformation in all fields, from administration, exploitation, processing, consumption, sales... is one of the important development pillars and priorities of MHT towards the goal of green growth and sustainable development.
MHT identifies an effective roadmap and steps in integrating digital transformation in production and business, including: resource arrangement and optimization; investment in improving management capacity, optimizing production and business activities to improve quality and development; continuing to improve digital transformation management capacity; pursuing smart digital transformation solutions.
MHT Company representative proposed that the Government and the Ministry of Natural Resources and Environment create a legal corridor and have a mechanism to encourage businesses in the field of mineral exploitation and processing to carry out digital transformation, towards sustainable development.
Currently, the Company is planning to implement the Tungsten Recycling Plant Project in Thai Nguyen province. Masan's acquisition of HC Starck Company is also to fulfill its commitment to the Vietnamese government to promote the deep processing industry and high-tech material recycling, and Masan has been successful in this field. Bringing German recycling technology to Vietnam is a further step forward, not only deep processing and manufacturing high-tech materials but also meeting the input material sources of important industries, completing the closed cycle of 3R: REDUCE, REUSE, RECYCLE - Reduce, reuse and recycle.
To implement this strategic project, the Company must be allowed to import tungsten scrap to serve as raw materials for the tungsten recycling plant in Thai Nguyen province. Previously, tungsten was on the import list, but because no company in Vietnam had enough capacity and a systematic strategy to carry out recycling activities, the Government removed tungsten from the list of scrap allowed to be imported as raw materials for production.
Therefore, Masan Group proposes that the Government and the Ministry of Natural Resources and Environment agree to add Tungsten to the list of scrap materials allowed to be imported as raw materials for production. This will create an important and necessary legal corridor for the Company to successfully implement the Tungsten recycling plant project in Thai Nguyen province in the coming time, while concretizing the model of applying digital transformation in mining, processing, and recycling scrap, enhancing the value chain in production and business, moving towards a circular economy and contributing to green growth and sustainable development.
Not only businesses, state management agencies also propose solutions to promote digital transformation in the mining sector towards a green economy and circular economy.
Mr. Nguyen Son Ha - Deputy Director of the Information Technology Center, Department of Natural Resources and Environment of Thanh Hoa province said: In recent times, the Department has proactively disseminated information about the Fourth Industrial Revolution and digital transformation of the Natural Resources and Environment sector of Thanh Hoa province. In the field of mineral resources, the Department has promoted the dissemination of green economic models, circular economy, low-carbon economy, etc. to all civil servants, public employees and workers in the sector, people and businesses in the relevant areas.
Initially, the Department has achieved encouraging results such as: Building a mineral database, expected to be completed in 2023; self-building and putting land mineral resource management software into use in the Department's internal network, which is a useful tool to help make the State management of mineral records of the Department easier, save time and improve the labor productivity of civil servants, initially updating digital data to manage work records, contributing to the digital transformation of the Department and industry.
Mr. Nguyen Son Ha said that in the coming time, the Department of Natural Resources and Environment of Thanh Hoa will research and advise all levels to issue sanctions and tools in monitoring mineral exploitation activities; continue to strictly implement mineral planning approved by competent authorities in the province; enhance state management responsibilities, the responsibilities of heads of grassroots authorities in mineral resource management; strengthen inspection, examination and supervision of compliance with mineral laws for organizations and enterprises.
At the same time, strengthen the propaganda and dissemination of laws; improve the quality of appraisal of mineral license dossiers, approval of mineral reserves, environmental impact assessment, mine closure and related contents to ensure compliance with legal regulations; build, upgrade and perfect the information system and database on minerals in the whole province.
