1. Instructions on how to change VNeID password
To change VNeID password, citizens follow these steps:
- Step 1:
Log in to VNeID application.
- Step 2:
Select “Personal”. Then select “Change Password”
- Step 3:
Enter your current password and new password as requested by the application. Then click “Confirm”.
- Step 4:
Enter passcode.
- Step 5:
After entering the passcode, the application will display a successful password change notification. Citizens need to log in again to continue using the application.
2. Instructions on how to change VNeID passcode
To change VNeID passcode, citizens follow these steps:
- Step 1:
Log in to VNeID application.
- Step 2:
Select “Personal”. Then select “Change passcode”
- Step 3:
Enter current passcode.
- Step 4:
Enter new passcode.
- Step 5:
After entering the new passcode, the application will display a message that the passcode reset was successful.
3. Some regulations on electronic identification accounts
3.1 Terms of use of electronic identification account
Electronic identity subjects using electronic identity accounts must comply with the following regulations:
- Electronic identification accounts must not be used for activities or transactions that are contrary to the law; infringe upon security, national defense, national interests, public interests, and the legitimate rights and interests of organizations and individuals.
- Do not interfere with the operation of the electronic identification and authentication system.

3.2. What is an electronic identification account used for?
- Electronic identity subjects use electronic identity accounts to log in and use features and utilities on the VNelD application and electronic identity information page.
- Electronic identification accounts created by the electronic identification and authentication system are used to perform administrative procedures, public administrative services in the electronic environment and other activities according to the needs of the electronic identity subject.
- Agencies, organizations and individuals are allowed to create accounts to serve their activities and are responsible for authenticating and ensuring the accuracy of the accounts they create, deciding on the level and value of use of each account level.
Information to create an account is provided by the account owner or agreed to be used by an agency, organization or individual to create an account.
- The use of a level 1 electronic identification account created by the electronic identification and authentication system for an electronic identity subject who is a Vietnamese citizen is valid for proving the information of that person as prescribed in Clause 1, Article 7 of this Decree, for an entity who is a foreigner is valid for proving the information of that person as prescribed in Clause 1, Article 8 of this Decree in activities and transactions requiring the provision of personal information of the electronic identity subject.
- Using level 2 electronic identification accounts created by the electronic identification and authentication system for electronic identity subjects who are Vietnamese citizens:
+ Has the same value as using a Citizen Identification Card in transactions requiring presentation of a Citizen Identification Card;
+ Has the value of providing information in citizen documents that have been synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring presentation of such documents.
- Using level 2 electronic identification accounts created by the electronic identification and authentication system for foreign electronic identity subjects:
+ Has the same value as using a passport or international travel document in transactions requiring presentation of a passport or international travel document;
+ Has the value of providing information in foreign documents synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring presentation of such documents.
- The use of electronic identification accounts created by the electronic identification and authentication system for electronic identity subjects that are organizations is performed by the legal representative or assigned to an authorized person for use.
The use of an organization's electronic identification account is valuable in proving the organization's electronic identity when conducting transactions requiring proof of information about that organization; it is valuable in providing information in the organization's documents synchronized into the electronic identification account for competent agencies and organizations to compare when conducting transactions requiring presentation of those documents.
- When an electronic identity subject uses a level 2 electronic identity account in electronic activities and transactions, it is equivalent to presenting documents and papers to prove that the information has been integrated into the electronic identity account.
