On April 11, the National Cyber ​​Security Association (NCA) held a meeting with the theme "Cyber ​​Security in the New Era - Joining Forces to Protect Digital Space". Speaking at the meeting, Lieutenant General Nguyen Minh Chinh, Director of Department A05, Ministry of Public Security, Permanent Vice President of the Association, said that 2025 opens a new context with intertwined opportunities and challenges, especially when the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. This is the guideline for the activities of the entire political system, including the important role of the Association.

Improving the effectiveness of state management in ensuring network security

At the meeting, Lieutenant Colonel Nguyen Ba Son, Deputy Director of Department A05, Ministry of Public Security, shared that, besides positive aspects, cyberspace also poses risks and challenges to the work of ensuring national security and maintaining social order and safety.

The 13th National Party Congress identified: "Cyber ​​security is increasingly having strong and multifaceted impacts, seriously threatening the stable and sustainable development of the world, the region and our country."

Cyber ​​attacks, cyber espionage by hacker groups, and the leaking of personal information and data are becoming increasingly dangerous. Hostile forces are taking full advantage of cyberspace to spread propaganda to sabotage ideology and oppose the Party and the State in cyberspace. High-tech crimes are becoming increasingly complex, with increasingly sophisticated methods and tricks.

Faced with the above reality, the requirement for ensuring information security in cyberspace is to unify and improve the effectiveness of state management in the field of ensuring network security and network information security.

The Politburo and the Central Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure also agreed on the policy of transferring the functions and tasks of ensuring network information security from the Ministry of Information and Communications to the Ministry of Public Security, directly assigned to Department A05 to receive at the ministerial level; the Public Security of provinces and centrally-run cities to receive from the Department of Information and Communications.

A05 statistics show that there are 54 legal documents (10 Laws; 16 Decrees of the Government; 1 Decision of the Prime Minister, 27 Circulars of the Minister) in the field of network security and information security that need to be adjusted, supplemented, and consolidated.

Lieutenant Colonel Nguyen Ba Son said that, regarding state management in the field of cyber security, on the basis of receiving the functions and tasks of state management of network information security, A05 has deployed a comprehensive review of legal documents in the field of cyber security and information security to propose amendments and consolidations, creating an open corridor and development space for organizations and enterprises in accordance with the spirit of Resolution 57 of the Politburo.

A05 statistics show that there are 54 legal documents (10 Laws; 16 Decrees of the Government; 1 Decision of the Prime Minister, 27 Circulars of the Minister) in the field of network security and information security that need to be adjusted, supplemented, and consolidated.

Complete the system of regulations on standards and technical regulations on network security in the direction of unification and recognition of existing standards on network information security, renaming standards and regulations to match regulations on functions and tasks in the new situation.

Scan and evaluate the level of information security for the entire Vietnamese internet network infrastructure

Next, according to Lieutenant Colonel Nguyen Ba Son, A05 conducted inspections and checks on compliance with legal regulations in the field of network security and network information security for enterprises providing telecommunications and internet services, commercial banking systems, etc.

The contents and areas of inspection include the implementation of regulations on personal data protection; server placement and data storage in accordance with the provisions of the Law on Cyber ​​Security; the deployment of mobile subscriber identification solutions and biometric authentication of bank accounts in preventing and stopping cybercrime; coordination in preventing spam emails, calls, and spam messages at telecommunications and internet businesses...

At the same time, organize a scan and evaluate the level of information security for the entire Vietnamese internet network infrastructure, security and safety of key national information systems.


Merge the two Vietnam Cyber ​​Emergency Response Center (VNCERT/CC) and the National Cyber ​​Security Monitoring Center (NCSC) of the Department of Information Security (formerly Ministry of Information and Communications) into a new Center called VNCERT under the National Cyber ​​Security Center of Department A05, Ministry of Public Security.

After receiving 2 Vietnam Cyberspace Emergency Response Centers (VNCERT/CC), National Cyberspace Security Monitoring Center (NCSC) which are public service units of the Information Security Department, Department A05 has organized and merged them into a new Center called VNCERT under the National Cyber ​​Security Center of Department A05, which is in charge of implementing cyber security monitoring activities across the entire Vietnamese cyberspace; maintaining a nationwide cyber security monitoring network, ensuring connection, interconnection, close and effective coordination between the centralized monitoring of the VNCERT Center, monitoring of telecommunications and Internet service providers (ISPs) and monitoring of information system owners.

VNCERT is the unit in charge of coordinating cybersecurity incident response activities nationwide; organizing and operating the activities of the National Cyber ​​Security Incident Response and Remediation Alliance.

Lieutenant Colonel Nguyen Ba Son said that A05 directly detects, combats, and handles all types of cybercrimes and law violations in cyberspace, such as: activities of revealing, buying, selling, and exchanging personal information and data in cyberspace; cyber attacks and cyber espionage targeting critical information systems...

A05 is urgently coordinating to prepare the necessary conditions to advise the leaders of the Ministry of Public Security and the Government to organize the signing ceremony of the United Nations International Convention on Cybercrime in Vietnam in 2025. This is a very important event because for the first time Vietnam is hosting the signing of a United Nations Convention, the event will contribute to enhancing Vietnam's position and prestige in the international arena.

According to Lieutenant General Nguyen Minh Chinh, in 2025, NCA will have a number of key activities as follows:

Firstly, the Association needs to proactively participate in the implementation of Resolution 57, especially in consulting, technology consultancy and legal policy review on cyber security. At the same time, it needs to closely coordinate with Department A05 and relevant agencies in responding to high-tech crimes.

Second, the Association needs to have specific programs and activities to effectively implement the task of "Popular Digital Education" under the direction of the General Secretary and Prime Minister, to raise awareness and basic digital skills for people - especially in rural and remote areas - contributing to narrowing the digital gap and ensuring safety in cyberspace.

Third, in 2025, the National Cyber ​​Security Association will coordinate to organize the signing ceremony of the United Nations Convention against Cybercrime. This is a historic opportunity to demonstrate Vietnam's leading role in building a global legal framework against cybercrime. The Association needs to prepare adequate resources and coordinate closely with the Ministry of Public Security, the Ministry of Foreign Affairs and relevant ministries and branches to organize the event in a systematic and effective manner.

Fourth, it is necessary to strengthen skills training, improve research capacity and develop technological solutions and domestic products in the field of cyber security. The units under the Association need to proactively propose and implement initiatives and projects with high applicability. At the same time, promote propaganda and external communication activities so that the image and activities of the Association can reach many audiences from people, businesses to experts and specialized staff.

Fifth, the Association needs to launch a national award for students in the field of information security and network security; at the same time, implement a program to educate and experience network security for children to build a generation of responsible digital citizens with the ability to protect themselves in the network environment.

Sixth, it is necessary to expand international cooperation to improve the capacity to prevent and combat transnational cybercrime, access advanced technology and build a responsible voice for Vietnam in international forums on cyber security.

Seventh, continue to expand and strengthen the membership community - both individuals and organizations - to enhance collective strength, create a space for sharing and cooperation, and promote comprehensive development of the domestic cybersecurity industry.
