Overview of the Scientific Conference

The workshop, with the participation of scientists, experts, state management agencies, etc., aims to discuss, exchange and comment on theoretical and practical aspects related to the implementation of environmental protection commitments in the EVFTA Agreement in Vietnam at present. In particular, it focuses on the contents of environmental protection commitments and assesses the compatibility of the Vietnamese legal system with the commitments in the EVFTA, the issue of converting international regulations into the domestic legal system, the mechanism for implementing commitments and difficulties in the implementation of commitments.

Assoc. Prof. Dr. Truong Manh Tien - Chairman of the Central Committee of the Vietnam Environmental Economics Association chaired and delivered the opening speech at the Workshop.

At the workshop, Mr. Hoang Xuan Huy - Deputy Director of the Department of International Cooperation, Ministry of Natural Resources and Environment contributed a speech on environmental obligations in EVFTA as well as opportunities and benefits, difficulties and challenges for businesses.

Accordingly, Vietnam and the EU have agreed to aim for a common goal of promoting trade while ensuring sustainable development. Therefore, environmental obligations and conditions are mandatory for both sides. The EU is a large and potential market, if it does not meet strict environmental requirements and conditions, goods cannot enter the market. Enterprises that want their goods to enter the EU market need to understand environmental regulations and invest resources in management and technology.

Delegates attending the workshop contributed many important opinions on the issue of Perfecting the Circular Economy Law in the context of promoting environmental protection commitments under EVFTA; The demand market power mechanism in the EU and some notes for export enterprises; thereby, proposing solutions to improve the effectiveness of implementing environmental commitments in new-generation free trade agreements.

In the context of Vietnam's efforts to gradually recover from the Covid 19 pandemic, accelerating the implementation of environmental commitments under the EVFTA in the trend of ensuring sustainable development, promoting the construction and development of a circular economy is an important and necessary economic policy to ensure sustainable economic growth, transition to a green economy, low carbon emissions, and environmentally friendly.

The EVFTA Agreement consists of 17 Chapters and environmental-related contents in Chapter 17 on Sustainable Development. Environmental-related commitments and obligations are established in the EVFTA to enhance the reciprocity between trade and environmental policies, ensuring that trade and investment activities will not have negative impacts/effects on environmental protection.

For businesses, to continue to maintain their position in the market, expand and develop goods and services to developed countries, the important thing now is: Raising awareness and responsibility for environmental protection of businesses, learning and grasping information about environmental requirements and standards of developed countries and markets, focusing on management solutions, investing in technological innovation to meet the high environmental standards of these countries and markets.
