Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science, technology, innovation and national digital transformation puts science, technology and innovation at the center of the country's development process.
This not only shows recognition but also encourages and motivates intellectuals and scientists to be more proud and have a higher sense of responsibility, creating motivation to continue their efforts in research and innovation, directly contributing to national development.
Resolution No. 57-NQ/TW with commitments on priority mechanisms and policies such as increasing investment, reforming administrative procedures, supporting innovative startups and promoting cooperation between research institutes, universities and enterprises is expected to create a more favorable environment for the application of research results.
In particular, risk-taking and venture investing in scientific research will allow scientists to boldly explore new ideas and directions.
The Resolution also opens up creative space for intellectuals and scientists to seize great opportunities in fields such as artificial intelligence, biotechnology, renewable energy, big data and digital transformation.
Resolution No. 57-NQ/TW affirms that, to develop science, technology, innovation and national digital transformation, people and businesses are the center, the main subjects, resources and driving forces; scientists are the key factor; the State plays the role of leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.
According to Professor, Dr. Tran Tuan Anh, Vice President of the Vietnam Academy of Science and Technology, to become a key factor, intellectuals and scientists need to continue to be proactive, creative, constantly improve their professional qualifications and update new knowledge. The most important thing is to direct their research to practical issues that the country needs such as: Rational use of resources, natural disaster prevention and environmental protection, climate change, biotechnology, high-tech agriculture, food security and sustainable development and many other fields,...
In addition, it is necessary to impart knowledge and experience to the younger generation through teaching and research guidance. This not only helps to spread the spirit of love for science but also promotes the desire for creativity in the community. At the same time, scientists need to actively participate in the policy-making process, becoming a bridge between science and policy-making agencies. This helps policies to be built on a scientific basis, close to reality and feasible.
Sharing the same view: Scientists need to transform to meet the goals set out in Resolution No. 57-NQ/TW, Director of the Intellectual Property Office Luu Hoang Long said that the Resolution is the will of the Party and State on developing the country through science, technology, innovation and digital transformation, so it requires all levels and sectors to operate synchronously. Institutions will be resolved relatively quickly and comprehensively, the remaining problem is that people will have to change to meet the new situation. The Intellectual Property Office will promote the application of inventions to socio-economic development in the fastest and most effective way.
Immediately after the Resolution was issued, a number of research units had directions for implementing the Resolution.
Associate Professor, Dr. Vu Duc Loi, Director of the Vietnam - Korea Institute of Science and Technology (VKIST, Ministry of Science and Technology) said that in the coming time, the Institute will report to the Ministry's leaders for permission to deploy business support models, based on successful experiences in Korea, in line with the current development process of science and technology in Vietnam. Accordingly, the Korea Institute of Science and Technology (KIST) has sent outstanding experts from the Institute to accompany businesses.
Through the working process, experts grasp the entire production process, thereby identifying shortcomings and limitations related to technology, labor productivity and production efficiency. Then, reports are prepared for the Institute's specialized research groups to improve, innovate technology and increase labor productivity.
With this model, within just 2 years, with the participation of 89 researchers, the Korea Institute of Science and Technology has supported 110 companies and labor productivity has increased significantly. Up to now, each year the Korea Institute of Science and Technology supports an average of 50 companies under the Government's trust program.
Another model is to support technology transfer, mastery and localization. According to Associate Professor, Dr. Vu Duc Loi, in the 80s of the 20th century, Korean enterprises imported more than 580 technologies from advanced countries at a cost of up to hundreds of millions of USD.
However, due to limited knowledge and experience, these import contracts are often disadvantageous, causing difficulties for businesses and wasting national foreign currency. To solve this problem, the Korea Institute of Science and Technology has participated in supporting businesses to access new technology, providing guidance, evaluating the feasibility of managing and mastering the technology, and then working with businesses to localize the technology. This experience can be applied in practical conditions in Vietnam.
Aiming to improve the effectiveness of implementing Resolution No. 57-NQ/TW, Professor, Dr. Nguyen Hong Son, Director of the Vietnam Academy of Agricultural Sciences, identified a number of key implementation contents such as continuing to review and reorganize the apparatus; strengthening solutions to exploit investment resources; changing management capacity in units and focusing on managing scientific and technological products to ensure the quality and applicability of research products in practice. To implement the above contents, agencies and organizations need to arrange work reasonably, creating conditions for staff to maximize their capacity.
Many scientists believe that Resolution No. 57-NQ/TW has correctly assessed the role of science and technology in the development of the country, and has been welcomed by the scientific community. This Resolution will begin the process of removing obstacles for science and technology to develop and truly contribute to the development of the country.
The important issue is to change awareness, clearly understand that science and technology have now become a direct productive force, from which there are drastic solutions to remove and rebuild a streamlined system of scientific research organizations, as well as have appropriate mechanisms for the system to operate effectively.
