The 4th Central Highlands Coordination Council Conference

On the afternoon of January 2, Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Highlands Coordination Council, chaired the 4th Central Highlands Coordination Council Conference. The conference was held online from the Government bridge to 05 Central Highlands provinces: Dak Lak, Dak Nong, Gia Lai, Kon Tum, Lam Dong.

Attending the Conference at the Dak Lak Provincial People's Committee bridge were comrade Pham Ngoc Nghi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Truong Cong Thai - Vice Chairman of the Provincial People's Committee and representatives of relevant departments and units.

According to the report at the Conference, in 2024, the region's important indicators all increased compared to 2023. Specifically, the scale of GRDP in 2024 (at current prices) reached 484.58 trillion VND (higher than 416.5 trillion VND in 2023); GRDP per capita is estimated at 78.5 million VND/person, an increase of 16% compared to 2023 (67.58 million VND/person). The economic structure of the region has shifted to focus on developing the region's strengths in agriculture, forestry and services. The proportion of the 3 sectors in 2024: Agriculture and forestry is 37.2%; industry and construction is 21.3%; services is 37.2% (in 2023, they are 34%; 22.4%; 39.1%, respectively).

The estimated state budget revenue in the Central Highlands region reached VND 32,451 billion, up 1.7% compared to the estimate assigned by the Prime Minister. Of which, domestic revenue reached VND 31,592 billion, up 1.7% compared to the estimate assigned by the Prime Minister, 5/5 localities in the region reached and exceeded the estimate; revenue from import-export activities reached VND 859 billion, up 1.7% compared to the estimate assigned by the Prime Minister. The disbursement rate of public investment capital was quite good, estimated to reach 70.6% of the plan assigned by the Prime Minister by December 31, 2024.

Speaking at the Conference, Mr. Truong Cong Thai - Vice Chairman of the Provincial People's Committee said: Over the past year, closely following the leadership and direction of the Government and the Prime Minister; together with the active coordination and support of the Central Ministries, branches and localities in the region, the implementation of tasks according to the Plan of the Regional Coordination Council and the implementation of the province's socio-economic development plan have achieved many positive results. The scale of the economy continues to maintain a good development momentum, by the end of 2024, the province's GRDP (at current prices) will reach about 141,400 billion VND, an increase of 16.7% compared to 2023 (leading the Central Highlands region). The economic growth rate will reach 5.08%; GRDP per capita reached 72.8 million VND/person, an increase of nearly 10 million VND compared to 2023. Agricultural production, output of key industrial products, mobilization of social investment capital, total retail sales of goods, import and export turnover, and state budget revenue in the area continued to increase compared to the previous year. Investment attraction has changed positively.

The rate of public investment disbursement is higher than the same period last year and higher than the national average. The Khanh Hoa - Buon Ma Thuot expressway project has received regular attention and direction from provincial leaders, and the implementation progress has met general requirements. Up to now, the site clearance work has been basically completed, and the asphalt concrete has been tested to assess the quality before mass implementation; the disbursement of component project 3 implemented by the province has reached 100% of the assigned capital plan.

In the coming time, Dak Lak province proposes that the Central Government continue to create conditions for localities in the Central Highlands to accelerate growth, catch up with other regions in the country with specific mechanisms and policies. In particular, it is necessary to allocate public investment resources to invest in transport infrastructure connecting provinces in the Central Highlands region and between the Central Highlands and other provinces and regions.

Concluding the Conference, Deputy Prime Minister Nguyen Hoa Binh emphasized that in 2024, the socio-economic situation in the Central Highlands region has achieved positive results; however, it must be affirmed that this is still a region with poorer infrastructure connections than other places, people's lives are still difficult; the growth rate in terms of proportion is better but in terms of absolute value is still lower than other regions, the quality of human resources is lower than other provinces. Therefore, to develop, it is necessary to focus on overcoming the above limitations.

The Deputy Prime Minister requested members of the Central Highlands Coordination Council, ministries, functional agencies, and localities in the region to continue to be more active and proactive in implementing the tasks and solutions that have been set out, especially promoting traffic infrastructure projects that are still behind schedule; effectively directing the implementation of socio-economic development tasks associated with protecting security and national defense in the Central Highlands.
