Implementing the topic of the Standing Committee of the Provincial People's Council on "implementation of the National Target Program on New Rural Construction for the period 2021 - 2025 in Nghe An province", on the morning of May 23, the Standing Committee of the Provincial People's Council supervised the implementation of the National Target Program on New Rural Construction in Tan Ky district. Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council was the head of the delegation. Working with the delegation were comrades of the Standing Committee of the Tan Ky District Party Committee.
Tan Ky strives to have 4 communes reach the advanced new rural finish line by 2025.
The delegation's supervision content is the implementation of central and provincial regulations; the issuance of directive and administrative documents related to the National Target Program on new rural construction of Tan Ky district.
Before working with the district, the monitoring delegation in Ky Tan commune, a locality that reached the new rural area goal in 2018, is currently implementing a plan to reach the advanced new rural area goal in 2024. However, up to this point, Ky Tan still has 2 criteria that have not been met, including criterion number 5 on education and criterion number 6 on cultural facilities. Proposing to the delegation, Ky Tan commune requested that all levels and sectors create conditions for the locality to complete the above 2 criteria to reach the advanced new rural area goal by the end of 2024.
According to the report of Tan Ky District People's Committee, from 2021 to 2023, the locality has implemented the resolutions of the Provincial People's Council, accordingly, it has supported the purchase of machinery and equipment for a number of cooperatives; supported cement for road construction and implemented and developed plans to link production and consumption of products according to the value chain at a number of cooperatives.
In the period of 2021-2023, Tan Ky district was recognized with 3 communes meeting new rural standards, striving to have 4 advanced new rural communes in the period of 2021-2025, bringing the total number of communes meeting new rural standards in Tan Ky to 17 communes.
In the period of 2021-2023, Tan Ky district conducted a survey and selected 20 products that are key, typical and potential products of the locality to develop the district's OCOP product project for the period of 2021-2025. Up to now, the whole district has had 24 products achieving OCOP stars and 14 new rural standard gardens.
During the implementation of the National Target Program on New Rural Development, Tan Ky still encountered some difficulties, especially some contents of criterion No. 18 requiring a centralized water supply system; Criterion No. 17, collection and treatment of domestic wastewater, classification of wastewater at source... while the State has not invested in a synchronous infrastructure system, leading to ineffective implementation of the above criteria.
Hereby, Tan Ky district proposes that the Provincial People's Committee, provincial departments and branches provide specific guidance when implementing new rural criteria such as criteria 17 and 18, close to the actual situation in Nghe An province.

These are the district's regional planning work; the problem of outstanding debts in new rural construction; the mobilization of resources and implementation of support policies of the Provincial People's Council in new rural construction, including cooperatives; the effectiveness in building new rural standard gardens; the work of handling the rural environment; the implementation of institutional criteria for facilities and culture at the grassroots level... Accordingly, the departments and offices of Tan Ky district discussed and explained the related contents that the delegation was interested in.
The delegation noted the recommendations of Tan Ky district as a basis for recommendations and proposals to the Provincial People's Council.
