Land use rights auction activities

Unlike the sluggish situation in 2023, land use rights (LUR) auctions at planning site projects have shown some positive signs since the beginning of the year. As of July 2024, the amount of LUR auctions collected was VND 4,736 billion, 3.2 times higher than the same period in 2023.

MBQH residential area north of Ha Trung District Political Center (Ly Nhan village, Ha Binh commune) has 19 land lots put up for auction.

Ha Trung is a locality with many land use right auction projects concentrated in Ha Lai, Ha Dong communes and Ha Trung town. As of July 2024, the whole district had 13 MBQHs that had auctioned with a total area of ​​4.28 hectares, of which 2.8 hectares were successfully auctioned with the land use right auction winning amount of more than 167.4 billion VND. Notably, some MBQHs in the central area attracted the attention of many people. Many plots of land had winning prices higher than the starting price.

MBQH residential area north of Ha Trung District Political Center (address: Ly Nhan village, Ha Binh commune) has a total of 19 land lots put up for auction. The starting price is only from 7 - 9 million VND/m2, but many lots won the auction at 15 - 17 million VND/m2, even a few lots have prices up to 19 - 20 million VND/m2.

In Yen Son commune, MBQH residential area CL01 also has 19 land lots put up for auction. The starting price is 7 million VND/m2; the winning price increased to 11 - 12 million VND/m2. The total winning price of the 19 land lots is more than 23.3 billion VND, a difference of more than 9.4 billion VND compared to the starting price.

Mr. Le Minh Duc, an expert from the Department of Natural Resources and Environment of Ha Trung district, said: After a period of gloom, since the beginning of the year, land auctions in some land use rights in the communes of Ha Lai, Ha Binh, and Yen Son have become more active again. The reason for this improvement is that the land use rights have potential locations, the demand for residential land of the people is high, so the auction price has increased. However, the auction price of some land use rights in other communes has not had many big fluctuations. For example, in the residential area of ​​Ha Dong commune, there are a total of 85 land lots, which have been auctioned twice (the first time there were 23 lots successfully auctioned, the second time there were 7 lots successfully auctioned); the total auction price has increased compared to the starting price, but the difference is not much.

Thanh Hoa Property Auction Service Center is the unit responsible for receiving auctions of assets, including land use rights auctions at the MBQHs in districts, towns and cities in the province. In the first 7 months of 2024, the center organized 75 land use rights auctions at the MBQHs, the rate of successful auctioned land lots reached about 80%. The total winning price of the auction reached more than 1,045 billion VND, a difference of more than 274.2 billion VND compared to the total starting price (an increase of about 36%). The MBQHs that the center organized auctions for are mainly concentrated in the districts: Hoang Hoa, Dong Son, Nhu Xuan, Yen Dinh, Thach Thanh...

According to some auctioneers, in the past 2 months, at some MBQHs in potential locations that have attracted the attention of many people, there have been more applications for participating in auctions, and the winning auction prices have also started to increase. The reason is that the starting price is set at a level suitable for the market, meeting the needs of the people. However, at MBQHs that were set at a starting price during the land "fever" more than 2 years ago, the sluggish situation still exists because the starting price has not been adjusted and is still high.

According to the List of Land Use Rights Auction Projects in 2024 approved by the Provincial People's Committee (including decisions on adjustment, supplementation, and removal), in 2024, the whole province has 892 projects (MBQH) with a total auctioned land area of ​​804.19 hectares; the expected land use fee collected is 22,897 billion VND. As of July 2024, the whole province has organized auctions for 224/892 projects (reaching a rate of 25.11%) with a total area of ​​64.21 hectares. The auction winning amount collected is 4,736 billion VND, equal to 20.6% of the plan and 3.2 times higher than the same period in 2023.

According to the assessment of the functional sector, there are 7 localities with the number of auctioned projects with the amount of land use rights auctioned reaching over 50% of the plan, such as: Dong Son, Hoang Hoa, Tho Xuan, Vinh Loc, Thach Thanh, Ba Thuoc and Nghi Son town. In which, some localities have high auction winning results, such as: Dong Son district (1,868 billion VND), Hoang Hoa district (592 billion VND), Tho Xuan district (560 billion VND), Nghi Son town (374 billion VND).

In general, most of the land use rights auction projects have only organized auctions of a part of the area in the National Assembly. Localities are continuing to organize auctions to ensure the completion of the State budget collection plan in 2024 from the land use rights auction proceeds. The Provincial People's Committee has directed functional departments, branches, districts, towns and cities to focus on implementing measures to remove difficulties and obstacles, speeding up the progress of land use rights auctions of projects.

The 2024 Land Law, effective from August 1, 2024, will be a legal basis, contributing to the development of a healthy real estate market, creating conditions for land trading to take place openly and transparently. The situation of "inflating" land prices and virtual "fever" of land is unlikely to continue because the price reflects the correct supply and demand laws of the market, the potential and prospects for infrastructure development in neighboring areas.
