According to the Department of Information and Communications of Da Nang City, one of the barriers on the path to digital transformation is that the IT human resources in city agencies are thin, not ensuring the capacity to advise, deploy and operate smart application systems. The number of IT staff in city agencies quitting their jobs tends to increase. Meanwhile, attracting and recruiting IT human resources in the public sector is increasingly difficult due to competition with the private sector, although the city has policies to attract human resources such as working on projects and programs. Therefore, the Department of Information and Communications proposes solutions to promote the implementation of digital transformation offices, develop community digital technology teams and outsource some IT services to meet the current digital transformation work and workload.

At the workshop, Mr. Tran Ngoc Thach, Deputy Director of the Department of Information and Communications of Da Nang City, said that the city currently has about 100,000 people using 2G phones, accounting for about 9% of the population. To achieve the goal of digital transformation, creating conditions for people to access and use public services, apply digital technology of the city, and form a digital society, Da Nang City has provided many supports for people, such as establishing community digital technology groups. These community digital technology groups are led by the Youth Union of communes, wards, and residential areas, in combination with other associations and organizations, guiding people (mainly the elderly and households in difficult circumstances) to access technology.

In particular, the People's Committee of Da Nang City also issued Official Dispatch 2594 dated May 14, 2022 to the Ministry of Information and Communications proposing support for selecting Da Nang City to pilot the completion of 100% of people using smartphones. In particular, research policies to support people using smartphones, especially those in poor, near-poor, and extremely disadvantaged households... to equip people with means to access digital transformation.

In fact, along with the advantages and results achieved after nearly 2 years of implementation, the city's digital transformation still faces many barriers and problems related to policies, legal framework, infrastructure, data, human resources, etc. According to Mr. Luong Nguyen Minh Triet, Standing Deputy Secretary, Chairman of the People's Council of Da Nang City, the city's digital data is still fragmented, unreliable, of low quality, low availability, and limited data sharing.

In 2023, the National Committee for Digital Transformation chose it as the Year of Digital Data and in the action plan assigned the key task to Da Nang City to organize the implementation of a typical digital transformation city model. Da Nang City chose the digital transformation theme in 2023 as "Unlocking data sources to create new values" and issued an action plan with 40 targets and 35 key priority tasks for implementation.

Mr. Luong Nguyen Minh Triet shared that the goal of Da Nang City's digital transformation is to have solutions for the entire population to access digital technology, deploy a typical digital transformation city model, solutions to unlock data sources to create new values, solutions to deploy a digital financial center to serve the digital economy... "Digital transformation is a process of overall and comprehensive change of individuals and organizations. If we still approach it in the old way as the task of one or several industries, it will be difficult to have breakthrough changes, and opportunities will pass by. Therefore, Da Nang City is focusing on specifically identifying barriers and obstacles; listening to ideas, consulting, giving advice and proposing directions and solutions to remove obstacles and effectively deploy digital transformation", said Mr. Luong Nguyen Minh Triet.
