Can people with household registration in a safe zone commune be issued a health insurance card?

(Chinhphu.vn) - Mr. Phuong Van Thu's commune (Lang Son) is a commune in area III according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, and is also a safe zone commune according to Decision No. 495/QD-TTg dated June 11, 2024 of the Prime Minister.

Mr. Thu asked, people with permanent residence registration in the commune (information has been updated in the National Population Database) but do not live in the commune (some cases have temporary residence registration in other localities, some cases do not have temporary residence registration in any locality other than the commune, some cases have permanent residence registration transferred to the commune to enjoy the regime of commune area III, safe zone commune but in fact have a house in another locality, live in another locality...) are eligible for health insurance card issuance according to point c, clause 1, Article 1 of Decree No. 75/2023/ND-CP dated September 19, 2023 of the Government amending and supplementing a number of articles of Decree No. 146/2018/ND-CP detailing and guiding measures to implement a number of articles of the Law on Health Insurance?

Regarding this issue, Vietnam Social Security responds as follows:

Pursuant to Point c, Clause 1, Article 1 of Decree No. 75/2023/ND-CP dated September 19, 2023 of the Government amending and supplementing a number of articles of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance: "People in safe zone communes and revolutionary safe zones during the resistance war against France and the US who are currently residing in safe zone communes during the resistance war against France and the US have had their information updated in the National Population Database and the Residence Database but are not subject to the provisions of Clauses 1, 2 and 3, Article 12 of the Law on Health Insurance" belong to the group whose health insurance is paid by the state budget.

Thus, people in safe zone communes and revolutionary safe zones during the resistance war against France and the US who are currently residing in safe zone communes during the resistance war against France and the US and have had their information updated in the National Population Database and the Residence Database but are not subject to the provisions of Clauses 1, 2 and 3, Article 12 of the Law on Health Insurance are eligible to be issued health insurance cards with health insurance paid for by the state budget.
