On August 23, the Department of Education and Training of Da Nang City informed about the incident where the principal let students sign to receive a 200,000 VND bonus but only distributed 20 notebooks, which occurred at Thai Phien High School (Thanh Khe District).
Accordingly, the department said that in July, it conducted an inspection on the management work of the Principal of Thai Phien High School - Mr. Nguyen Ba Hao. Through the inspection, the department discovered a number of violations by the principal in the operation and management of the school, including the awarding of awards to students at the end of the 2022-2023 school year.

Previously, in March, the Department of Education and Training of Da Nang City received a report that the Principal of Thai Phien High School had 654 excellent students in grades 10 and 11 - school year 2022-2023 sign to receive bonuses, each student was 200,000 VND. However, in reality, the students only received 20 notebooks.
Students and parents reported that if the above notebooks were converted, the actual amount received would be less than 200,000 VND. Therefore, parents want their children to receive the remaining amount.
Parents have complained to the school but have not received a satisfactory answer, causing frustration for a long time.
The Department of Education and Training of Da Nang City has stepped in and concluded that the Principal of Thai Phien High School had students sign to receive 200,000 VND but only gave notebooks, which was not in accordance with the payment records. In addition, the school did not conduct bidding through the national bidding network. The Principal himself decided to buy notebooks to award prizes.
The Da Nang Department of Education and Training has asked the school principal to return more than 138 million VND to the students. At the same time, the department also asked the school to stop rewarding students with cash but then discovering objects.
In addition to the above incident, the Department of Education and Training of Da Nang City also discovered a number of other violations occurring at this school.
Specifically, out of the 100 million VND of non-autonomous funds used to purchase assets, teaching equipment, and minor repairs to facilities, the principal spent more than 95 million VND to paint classrooms and fences. It is worth mentioning that the construction contract stated that the paint would be 3 layers of Nippon paint, but in reality, it was 1 layer of Pluto paint.
In addition, there is also the declaration but non-payment of fees for teachers to re-grade semester exams and participate in professional training and skills.
The principal also spent more than 31.2 million VND on the emulation coefficient for the title of excellent performance.
In December 2022, the Principal of Thai Phien High School wrote an open letter publicly calling for funding to organize the school's 60th anniversary celebration, which will take place in September 2023.
The school earned more than 1 billion VND but only accounted for operating expenses and reported more than 300 million VND, not including more than 750 million VND in the final report. In the final expenditure report, there were also more than 140 million VND spent not according to plan.
