Modernizing criminal technical work to meet task requirements in the new situation

That was the direction of Colonel Duong Van Tien, Deputy Director, Head of the Investigation Police Agency of Thanh Hoa Provincial Police at the conference on criminal technical work in the first 6 months of 2024 held on July 31. In the first 6 months of 2024, the Thanh Hoa Police Criminal Techniques force has done a good job of advising and organizing the implementation of tasks, aspects of crime scene investigation, criminal technical appraisal, forensic appraisal and crime prevention and control techniques. All cases were received and resolved in accordance with regulations, contributing to the direction of the investigation, drawing accurate conclusions to consolidate evidence, promptly resolving complicated cases of social interest, highly appreciated by the Provincial Police Director and other units.

The work of examining and searching for traces is always carried out meticulously and carefully by the Forensic Engineering force.

With the motto that criminal techniques must effectively serve the work of crime prevention and control, in the first 6 months of 2024, the Criminal Techniques force of the Provincial Police has strengthened coordination and information exchange, gradually improving the effectiveness of all aspects of work. In particular, it has received and implemented 2,470 requests and requests from prosecution agencies and professional units in the Public Security sector. Participated in the scene investigation of 960 cases and implemented 13 requests to apply technical measures in crime prevention and control. Thereby, it has promptly and effectively supported professional units, speeding up the progress of investigation, prosecution and trial.

At the conference, delegates focused on assessing the situation and results achieved, and frankly acknowledged, analyzed and pointed out the problems, shortcomings, limitations and difficulties in implementing professional measures and basic professional work; clarified the reasons for not achieving the set targets, thereby forecasting the situation and proposing directions and solutions to effectively implement all aspects of criminal technical work in the coming time.

Recognizing and appreciating the results and contributions of the Criminal Technique force in the first 6 months of 2024, Colonel Duong Van Tien, Deputy Director, Head of the Investigation Police Agency of the Provincial Police, requested: In the coming time, the Criminal Technique force needs to continue to synchronously deploy working contents and measures, focusing on seriously and effectively implementing Plan No. 406 of the Provincial Police Director on implementing Plan No. 371, dated July 18, 2023 of the Minister of Public Security on implementing Project No. 29/2023 on modernizing criminal technique work by 2025, striving to professionalize all aspects of work. Regularly update the methods and tricks of crime, thereby grasping to be more proactive in work, gradually improving the effectiveness of crime prevention work and contributing effectively to the investigation process of assigned cases.

Each officer and soldier working in criminal engineering must always be concerned with their work, remove and resolve difficulties and obstacles, be proactive in scientific research, improve the effectiveness of appraisal and crime scene investigation. Strengthen existing forces and equipment to promptly serve professional work. Constantly innovate and improve working methods, promote and utilize the capacity and strengths of the existing staff, do a good job of training, and further improve the professional qualifications of officers and soldiers. Proactively advise the leaders of the Provincial Police on solutions to improve the quality of the team of criminal engineering officers at the unit and regularize the team of district-level criminal engineering officers to meet the requirements in the new situation.
