Promoting the spirit of initiative, determination, solidarity and creativity, the People's Council of Ha Long City has focused on leading, directing and effectively implementing key tasks, issuing many important decisions and policies that are close to the reality and development requirements of the city, meeting the expectations of voters and people, affirming the role of the state power agency in the locality. This is an important premise for the city to successfully complete its goals and tasks in 2024 as well as the following years.
Be proactive early and from afar
Inheriting the achievements and results achieved in 2023, implementing the tasks in 2024, despite the large workload and frequent problems, the Standing Committee of the Ha Long City People's Council has always closely followed the policies of the province and the Ha Long City Party Committee, promoting the spirit of initiative, solidarity, determination, and efforts to effectively perform tasks within its authority.
The organization and management of the sessions of the Ha Long City People's Council have been increasingly innovated, ensuring the comprehensive leadership of the Party in all aspects of work. In the first 6 months of the year, the City People's Council held 4 thematic sessions to review and discuss many important contents within its authority. The People's Council issued 19 resolutions, many of which have had a profound impact on the effectiveness and efficiency of all levels of government, socio-economic development tasks, and ensuring social security in the city. Notable ones include: Resolution on measures to ensure democracy at the grassroots level; Resolution on the arrangement of commune-level administrative units in the city, period 2023-2025; 13 resolutions on finance - budget and public investment, including approving the investment policy of 28 projects and works with city budget capital.
Vice Chairwoman of Ha Long City People's Council Nguyen Thi Van Ha affirmed: At the City People's Council meetings, the contents of the meeting are prepared early, carefully and in accordance with the provisions of law, with the participation of quality opinions from professional agencies, experts, voters and people. The meeting agenda is arranged scientifically, with much time for delegates to discuss in groups, in the hall, question and answer questions to maximize the experience and intelligence of the delegates. The meeting chair's management activities continue to be highly effective, ensuring scientific, accurate, democratic and flexible management, creating a lively atmosphere in discussions and debates in the parliament. The decisions adopted are all based on reality, for the interests and happiness of the people.
Before each session, depending on the content of the session, the Standing Committee of the Ha Long City People's Council directed the establishment of a Working Group consisting of officials and experts with in-depth expertise in the fields of planning, construction, land, etc. to assist the Standing Committee of the City People's Council in preparing documents for the session. At the same time, it directed the People's Council Committees to closely coordinate with the city's departments, offices, and units in the drafting and review process. Thereby, contributing to improving the quality of review reports and resolutions of the City People's Council.
Comrade Bui Xuan Hung, Head of the Legal Committee of the Ha Long City People's Council, said: To ensure the effectiveness and quality of the review work to serve the City People's Council meetings, the Committee has proactively accessed reports, submissions, and draft resolutions early; studied documents, and compared data reported by agencies and units. At the review meeting, it pointed out the agreed or inappropriate contents in the report, requested the submitting agency to explain and clarify; defended the viewpoint to the end with the submitted contents that have not been accepted as a basis for the City People's Council delegates to study, discuss and decide on the contents presented at the meeting. In preparation for the 2024 Mid-Year Regular Session of the City People's Council, the Committee has focused on preparing content and documents for the meeting, conducting the review and supervision of 8 reports in the Committee's field. At the same time, advise on a number of submissions, draft resolutions, and reports of the City People's Council on important issues such as: Supervising the results of resolving voters' petitions sent to the 19th session of the City People's Council; supervising thematic activities of the Standing Committee of the City People's Council on reforestation for projects and works that must be reforested according to the Resolution of the Provincial People's Council...
Promoting the role and responsibility of elected representatives, in each session, the City People's Council delegates focused on research, participated in discussions and lively questioning focusing on "hot" issues arising in the locality, focusing on the people and the grassroots. Many sensitive contents such as anti-corruption work, practicing thrift, fighting waste, preventing crimes and law violations, managing and using public assets... were thoroughly discussed at the session. The contributions of the People's Council delegates aimed to perfect and build highly feasible City People's Council resolutions, in accordance with the Party's guidelines, the State's laws and policies and the practical situation of the city, contributing to socio-economic development, ensuring national defense and security in the locality.
Strong innovation in thinking and working methods
Along with timely decision on important city issues, Standing Committee, City People's Council Committees prepared early, implemented effectively, with quality, monitoring activities are increasingly substantial, objective, in-depth, and responsible. The survey and monitoring contents focus on the contents that are still inadequate and existing that voters are interested in; the survey and monitoring results are of a discovery nature, the monitoring methods are innovative and creative; thereby promptly detecting outstanding issues and shortcomings, proposing solutions to resolve difficulties. Since the beginning of the year, the Standing Committee and the City People's Council Committees have organized and completed 3 thematic monitoring sessions, 8 Regular and ad hoc monitoring and survey content . Typically: Thematic monitoring of "Implementation of replacement forest planting for projects and works approved by the Ha Long City People's Council to change the purpose of forest land use to other purposes in the city"; "Implementation of public investment projects invested by the People's Committees of communes and wards in 2023"; survey "Direction and implementation of flood control in urban areas in Yet Kieu ward"... After monitoring and surveying, the Standing Committee of the City People's Council issued a report on the results of monitoring, surveying, and evaluating the results achieved, pointing out the shortcomings and limitations. At the same time, making recommendations for responsible and competent agencies and units to implement.
The work of meeting voters has also been innovated in the direction of expanding the subjects and components to ensure democracy; organizing meetings in rotation in different areas. At the same time, increasing the time for dialogue, opening up for voters and people to contribute their opinions, thereby increasing the connection between People's Council delegates and voters, creating consensus in implementing the tasks of socio-economic development of the city. The People's Council, the Standing Committee of the People's Council, committees, groups and delegates of the City People's Council have also actively implemented activities to supervise the settlement of voters' petitions in many forms, thereby gradually improving the quality and effectiveness of the work of settling voters' petitions, promoting socio-economic development, maintaining political security, social order and safety in the area. Up to now, 48/67 petitions sent to the 19th Session and previous sessions of the City People's Council have been directed, considered, resolved, responded to, and informed to voters; 19/67 recommendations are being considered and directed to be resolved in the coming time.
The 2024 mid-year regular session of the City People's Council is expected to discuss and review 33 reports, 15 submissions and discuss and pass 17 draft resolutions. The contents submitted to the session so far have been prepared in a positive and thorough spirit, meeting the expectations of voters and people as well as the sustainable development of the city. The City People's Council is determined to remove from the session agenda contents that do not ensure quality and procedures and order according to the provisions of law, especially contents related to public investment.
