After the opening speech of the session by the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, leaders of the Department of Planning and Investment, Department of Finance, Department of Home Affairs, Department of Labor, War Invalids and Social Affairs reported 5 draft resolutions submitted at the session on: Abolishing Resolution No. 46/NQ-HDND dated August 30, 2022 of the Provincial People's Council on the investment policy of the Project on essential infrastructure works in Phuoc Dinh commune, Thuan Nam district and Vinh Hai commune, Ninh Hai district; On the investment policy of the Project on essential infrastructure works in Phuoc Dinh commune, Thuan Nam district and Vinh Hai commune, Ninh Hai district; On the allocation and assignment of additional state budget expenditure estimates for 2023 to agencies, units and localities; On adjusting and assigning the payroll of civil servants at the provincial and district levels; assigning the number of cadres, civil servants and non-professional workers at the commune level; Number of employees receiving salaries from the state budget in public service units of Ninh Thuan province in 2023; On regulations on state budget expenditure norms to support the implementation of projects to support the development of value chain-linked production and support the development of community production to implement the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, Phase I from 2021 to 2025 in Ninh Thuan province.
Next, the Provincial People's Council Committees reported the results of examining the draft resolutions; the Provincial People's Council delegates discussed, considered and voted to approve the above-mentioned proposals.
At the meeting, the provincial People's Council delegates also voted to pass a resolution approving the termination of the duties of provincial People's Council delegate Nguyen Dang Tuyen, former Chairman of the Provincial Farmers' Association.

In his closing speech, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the urgency and seriousness of the delegates who promoted their sense of responsibility, discussed and contributed many profound and accurate opinions to the draft resolutions; unanimously voted to pass 5 resolutions on socio-economic issues and carried out procedures to dismiss the duties of provincial People's Council delegates with high consensus. Emphasizing that the resolutions passed at the meeting are important issues to concretize the provisions of the law and the policies and directions of the Central Government and the Provincial Party Committee; create a legal basis for the organization, implementation and execution of local political tasks in 2023 and the following years, contributing to creating motivation and unlocking resources to accelerate the progress of project and construction implementation, ensuring conditions on legal basis, infrastructure, serving socio-economic development, serving social security, contributing to the recovery and development of the province's economy.

Therefore, in the process of implementation, it is necessary to have a synchronous and close deployment; at the same time, strengthen the inspection and supervision work to ensure the best results and create high consensus among the people, contributing to bringing the resolutions of the Provincial People's Council into practice in social life. He proposed that after this session, the Provincial People's Committee urgently organize the implementation of the resolutions; focus on directing all levels, branches, localities and units according to their assigned functions, tasks and powers, proactively organize the implementation, closely coordinate with the Central Ministries and branches, seek support, ensure that the resolutions soon come into life and achieve the highest efficiency. The Standing Committee of the Provincial People's Council, the Committees, the Delegation Groups of the Provincial People's Council and each Provincial People's Council member strengthen supervision activities, ensure the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.
