Quy Nhon - Pleiku Expressway Project: Speeding up progress from the project establishment step
To ensure the progress and quality of the Quy Nhon - Pleiku Expressway Project, central ministries, branches, the Provincial People's Committee and relevant agencies have been actively completing investment preparation work, striving to start the project by the end of 2025.
Strong local commitment
The Quy Nhon-Pleiku Expressway Construction Investment Project has a total length of about 125 km, passing through Binh Dinh province (40 km) and Gia Lai province (85 km), starting at Nhon My commune (An Nhon town) and ending at Ia Kenh commune (Pleiku city, Gia Lai province). With a scale of 4 lanes, a design speed of 100 km/h, the project is expected to have a total investment of about 43,510 billion VND.

Project Management Board 2 (Ministry of Construction) is the unit assigned to prepare the pre-feasibility study report. Up to now, the dossier has been completed and submitted to the Prime Minister in Submission No. 15/TTr-BXD dated March 31, 2025.
Mr. Cao Viet Hung - Deputy Director of Project Management Board 2, said: We have closely coordinated with Binh Dinh and Gia Lai provinces to update practical factors; at the same time, we have proposed a series of specific mechanisms, similar to the North-South expressway projects, to facilitate implementation. Notable policies include: Exploitation of construction materials, contractor appointment, compensation for site clearance, conversion of forest and rice land use purposes... The project passes through many complex terrains such as An Khe pass area, Van Phong dam, protective forests..., therefore, the Board must carefully prepare the design plan and technical works arrangement. In Binh Dinh, the route will intersect with the North-South expressway, Hoai Nhon - Quy Nhon section at km 55+500, and there are 2 interchanges connecting with National Highway 19 and National Highway 19B.
At the meeting on April 4 organized by the People's Committee of Binh Dinh province, Vice Chairman of the People's Committee Nguyen Tu Cong Hoang emphasized the importance and urgency of the project, and requested departments, branches and localities in the province to be ready to participate synchronously and proactively. The province committed to allocating 750 billion VND from the local budget and other legal sources for site clearance; requested localities to proactively review resettlement land funds, coordinate with Project Management Board 2 to promptly hand over landmarks and centerlines in the field, ensuring the progress of compensation and site clearance to be basically completed in 2025.
Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang requested Project Management Board 2 to closely coordinate with provincial agencies to update the planning of bridges, culverts, underpasses, and access roads so that the feasibility dossiers are consistent with reality, and at the same time, organize a full survey of construction material mines, dumping sites, resettlement areas, and reburial areas...
The Provincial People's Committee also requested the Provincial Traffic and Civil Works Project Management Board to coordinate the project implementation, develop a detailed plan for compensation, site clearance and resettlement for each specific item, ensuring synchronization and avoiding construction congestion.
Reasonable calculation, ensuring feasibility
According to the pre-feasibility study, the total occupied land area is about 942.15 hectares; of which 324.88 hectares of forest land must be converted to other uses, nearly 150 hectares of land for two-crop rice cultivation, affecting 3,013 households. The estimated cost for site clearance, support and resettlement is about 4,715 billion VND.

In Binh Dinh province, a rest stop will be built in Binh Tuong commune (Tay Son district), 2 interconnecting intersections, lighting systems at major bridges, intersections, and tunnels. As for Component Project 1 (km 0+000 to km 22+000), which is entirely located in Binh Dinh province, the total investment is about 6,888 billion VND. The Provincial People's Committee proposed that the Ministry of Construction consider assigning Binh Dinh province as the managing agency to be proactive and timely.
When completed, the Quy Nhon - Pleiku Expressway will significantly shorten travel time between the coastal region and the Central Highlands, creating a driving force for regional connectivity, promoting trade and socio-economic development for both Binh Dinh and Gia Lai provinces, while enhancing international connectivity through the Le Thanh border gate and the East-West traffic axes.
Binh Dinh province identified the project as a key political task for the 2025-2030 period, and at the same time mobilized the entire political system to promptly handle arising issues, especially regarding land, compensation, construction materials, etc.
Deputy Director of Project Management Board 2 Cao Viet Hung shared: We highly appreciate the active and open-minded cooperation of Binh Dinh Provincial People's Committee. With the drastic participation from the beginning, the project has many conditions to start construction in December 2025 and complete in 2029 as planned.
The Ministry of Construction plans to divide the Project into 3 component projects:
- Component project 1 (km 0+000 - km 22+000) is about 22 km long, located in Binh Dinh province; preliminary total investment is about 6,888 billion VND; Binh Dinh Provincial People's Committee is the implementing authority.
- Component project 2 (km 22+000 - km 90+000) is about 68 km long, located in Binh Dinh and Gia Lai provinces; preliminary total investment is about 27,462 billion VND; Ministry of Construction is the implementing agency.
- Component project 3 (km 90+000 - km 125+000) is about 35 km long, located in Binh Dinh and Gia Lai provinces; preliminary total investment is about 27,462 billion VND; Gia Lai Provincial People's Committee is the implementing authority.
