Thousands of Hanoi teachers send letter asking to cancel promotion exam

On July 31, Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, represented 2,483 teachers at all levels in Hanoi and sent a letter to the Chairman of the Hanoi People's Committee and the directors of the Departments of Education and Training and Home Affairs regarding the issue of professional title promotion. In the letter, the teachers hoped that Hanoi would apply the promotion review method for qualified teachers instead of organizing a recruitment exam.

According to these teachers, promotion of professional titles is a reward, recognition and encouragement for the achievements and contributions of teachers. However, the implementation is not yet consistent between localities, while one province organizes the review, another province has to take the exam, causing many injustices.

Teacher Nguyen Van Duong expressed: "My friends and I studied at the same university, after graduating, each of us returned to our hometown. Same starting point, same degree, same dedication...

But my friend in another province was considered for promotion and salary increase, while I in the capital had to take the exam and might fail because our 7X generation cannot study foreign languages ​​well and compare with the younger generation, so clearly the exam is not fair."

Of the teachers who sent petitions, 100% of their applications were considered for admission. Among them, there was a 59-year-old teacher with only 1 year of work left.

Where to take the exam?

Teachers also reported that in many other provinces and cities such as Bac Giang, Nam Dinh, Hoa Binh, Hung Yen, Ninh Binh, Binh Duong, Gia Lai, etc., teachers were considered for promotion without having to take an exam.

On November 30, 2021, the Ministry of Education and Training issued Circular No. 34/2021 stipulating the standards and conditions for examination or promotion; content, form and determination of successful candidates in the examination for promotion of professional titles of public preschool and general education teachers.

This Circular has some new points on teacher promotion from January 15, 2022, which is to combine regulations on examination conditions and teacher promotion from public preschool, junior high school and high school levels.

The above Circular stipulates the consideration of promotion of professional titles from grade III teachers to grade II teachers as follows: "It is carried out through reviewing and scoring the application for promotion according to the regulations on professional title standards for grade II teachers of each level of education".

However, Official Dispatch No. 2368/SGDĐT-TCCB issued on July 6, 2023 by the Hanoi Department of Education and Training provides guidance on collecting and reviewing application files for professional title promotion exams for public preschool and primary school teachers. The official dispatch of the Hanoi Department of Home Affairs in section 2 also provides guidance on "application files for promotion exams".

Both documents do not specify which civil servants are eligible for consideration and which civil servants must take the exam, causing confusion among high schools in implementation; causing anxiety among high school teachers, especially those who have contributed for 30 years or more and are receiving the salary scale of grade III high school teachers (code V.07.05.15).

In addition, in the same area of ​​Hanoi, secondary school teachers in Bac Tu Liem District will have a decision from the Department of Home Affairs from November 2022 on the appointment of professional titles of grade II and salary classification for civil servants. Thus, secondary school, primary school, and preschool teachers will be considered for upgrading their ranks without having to take exams.

Therefore, teachers of public high schools in Hanoi proposed that the Department of Education and Training and the Department of Home Affairs of Hanoi decide to consider promoting the professional title of teachers from level III to level II according to the provisions of Circular 34/2021/TT-BGDDT without having to take an exam, to ensure fairness in policies and reduce pressure on teachers.

Previously, as Thanh Nien reported, on June 13, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is advising on eliminating the civil servant promotion exam, moving towards paying salaries based on job position.

On April 14, the Ministry of Education and Training issued Circular 08/2023/TT-BGDDT on the organization and implementation of examinations or exams for promotion, appointment of professional titles and appointment and salary classification of civil servants working in teaching at public preschool and general education levels. This Circular has adjusted the shortcomings of the old Circular. However, to be eligible for promotion to level II, primary and secondary school teachers, in addition to other requirements, must meet two conditions: 9 years of professional title level III and 9 years of university graduation.

The 2019 Education Law, which took effect on July 1, 2020, stipulates that junior high school teachers must have a 1-year university degree. Before this law, junior high school teachers only needed a college degree; primary school teachers only needed intermediate training.
