On November 7, the Hanoi Department of Education and Training sent a dispatch to principals of public educational institutions regarding the assessment and review of standards and conditions for promotion of professional titles of public preschool and primary school teachers.
Hanoi will consider promoting teachers' professional titles instead of taking exams as previously instructed.
This document was issued after the Hanoi Department of Home Affairs issued document No. 3277 dated November 3 regarding the assessment and review of standards and conditions for promotion of professional titles of public preschool and primary school teachers.
Specifically, the Hanoi Department of Education and Training requires principals of units to base on Official Dispatch 3327 of the Department of Home Affairs, pay special attention to ensuring the structure of professional titles of the unit; do not propose widespread promotion, not to the right subjects.
In particular, focus on reviewing and proposing the team of teachers holding leadership and management positions, the role of head and deputy head of professional groups, and the team of core teachers to be promoted appropriately, playing the role of professional orientation in educational institutions.
The principal is responsible for the heads of all levels of management in determining conditions, standards and proposing cases of qualified officials and conditions for promotion to the professional title of teacher.
In addition to the proposed candidates for promotion in 2023, the Hanoi Department of Education and Training also requested the establishment of a dossier appraisal team. Specifically, the team leader is the principal or vice principal in charge; the deputy team leader is the vice principal or officer in charge of personnel organization at the unit; the members are the team leaders (depending on the number of registered officers to decide the number of members of the appraisal team, review the appropriate dossiers, and meet the set progress requirements).
The dossier appraisal team is responsible for reviewing the list and dossiers of teachers and civil servants who meet the standards and conditions for promotion from grade III to grade II; publicly announcing the list of teachers who meet the standards and conditions for promotion; and sending the list and dossiers that meet the standards and conditions for promotion to the professional title of teacher to the Hanoi Department of Education and Training before 5:00 p.m. on November 11.
Previously, on November 3, the Hanoi Department of Home Affairs issued Official Letter No. 3277, changing the previous instructions for the exam to consider promotion to the professional title of teachers to consider the application for submitted documents, in accordance with the wishes and recommendations of teachers in the capital. However, the issue of teachers with less than 9 years of university education has not been approved in this document because it is considered to be a problem with Circular 08.
According to the Hanoi Department of Home Affairs, reporting data from 33 agencies and units, considering the professional title of teachers in 2023, there were 32,167 applications for promotion from grade III to grade II. Of which, 20,392 were preschool teachers, 5,716 were primary school teachers, 2,790 were secondary school teachers, and 3,269 were high school teachers.
Thousands of teachers were worried about the planned teacher promotion exam.
Previously, when there was Official Dispatch No. 1783 dated June 21, 2023 of the Hanoi Department of Home Affairs on instructions for organizing the promotion of professional titles of public preschool and general education teachers, the Hanoi Department of Education and Training instructed public educational institutions under the department to collect and consider application files for the promotion of professional titles for public preschool and general education teachers in 2023.
These two documents have made thousands of teachers in Hanoi worried and petitioned the Hanoi People's Committee, the Ministry of Education and Training,... hoping that Hanoi would apply the promotion review for qualified teachers instead of organizing exams.
According to these teachers, promotion of professional titles is a reward, recognition and encouragement for the achievements and contributions of teachers. However, the implementation is not yet consistent between localities, while one province organizes the review, another province has to take the exam, causing many injustices.
