House on the street but "lost" to house in alley
It has been 4 years since the 2.5 km long road ahead was named Tan Hoi (Dan Phuong District, Hanoi), but Mr. Nguyen Thac Van (64 years old, local) has never seen the local government do anything about attaching a license plate to the house his family is using.
To make it easier to find the home address, in addition to saying that he lives in Dau Say area (Dan Phuong district), Mr. Van will include the information "in front of Dan Phuong District General Hospital" to distinguish his house from other households in the same area but not in front of the hospital gate.
"In the village, all the deep alleys have house numbers, but there are no big roads like mine. Now, goods are mainly traded online and transported by shippers. Without house numbers, transactions are very difficult. I really hope my house will soon have a proper house number," Mr. Van expressed.
Although the street has been named for more than 4 years, the local government has not yet implemented house numbering for households on Tan Hoi Street (Dan Phuong District).
Meanwhile, on gate number 1 of Dan Phuong District General Hospital, there is a license plate showing that this place is at address number 2 Dan Phuong - Tan Hoi (Phung Town, Dan Phuong District).
According to the Hanoi Department of Construction, there are many streets in the city that have been named for many years but have not been assigned house number plates according to the regulations in Decision No. 04/2014/QD-UBND dated January 25, 2014 issued by the Hanoi People's Committee. Specifically, Van Xuan Street (Hoai Duc District); Tan Hoi Street, Phung Street (Dan Phuong District)...
Compared to suburban areas, finding a home address in the inner city on some streets is equally complicated.
Specifically, after more than 18 years of being named by the Hanoi People's Council, currently, the house numbers on Le Van Thiem Street (Thanh Xuan District) 700 m long (from Le Van Luong Street to 27 Nguyen Huy Tuong) are like a "matrix", not following any rules.
In Tay Ho District (Hanoi), after 10 years of naming Vo Chi Cong Street, the house numbers are still "chaotic" because the house numbers are chosen by the people. Talking to Thanh Nien , a leader of Tay Ho District said that the process of numbering and attaching house numbers according to Decision No. 04/2014/QD-UBND for Vo Chi Cong Street is "stuck" and there is no consensus because this street is located in Tay Ho and Cau Giay districts.
"The problem of "chaotic" house numbers causes a lot of frustration, makes it difficult for management, people's transactions and creates many problems. The district hopes that if Vo Chi Cong Street is mostly located in Tay Ho District, the city will authorize the district to implement numbering and house numbering. From there, the district will implement it synchronously. Because if Vo Chi Cong Street is completely located in Tay Ho District, house numbering is very easy, but if it is also located in Cau Giay District, it is difficult because there is no consensus," the leader of Tay Ho District explained further.
A house with an even numbered address is located on a street signposted as Alley 17 Le Van Thiem.
In addition, the way of numbering houses in urban areas in Hanoi is also very "diverse", "unique", "strange". For example, in Van Phu urban area (Phu La Ward, Ha Dong District), the house numbering is done by the people themselves. The information on the house number will be based on the land lot symbol on the planning drawing made by the investor and approved by the competent authority. A leader of Phu La Ward said that not only Van Phu urban area but also many other urban areas in the area are in a similar situation. Many areas even name their houses in foreign languages, not purely Vietnamese.
"When the investor hands over the infrastructure to the locality, the local government will review which roads are eligible for naming. From there, it will be submitted to the competent authority for approval, but it is not possible to name the road or attach house numbers immediately after the project is formed. During the period when the road is not named and the house number is waiting, people temporarily use the information of the lot symbol and land plot for transactions. Next, they use the land plot information as a contact address and participate in other social activities," the leader of Phu La Ward added.
Change all documents according to new house number
Faced with the "chaos" of house numbers, the Department of Construction has proposed that the Hanoi People's Committee issue a plan to inspect the work of marking and attaching house numbers in the area to contribute to creating favorable conditions for urban management, administrative management, creating favorable conditions for organizations and individuals in economic, cultural - social transactions, real estate management, administration, security, order, fire prevention and control and population management according to regulations.
Meanwhile, in the recent draft circular, the Ministry of Construction proposed regulations on renumbering and attaching number plates to each type of house. After the circular is issued, traffic routes in the old quarter and old quarters with house numbers that have been put into stable use, if they comply with the principles specified in this circular, will keep the assigned house numbers. On the contrary, in cases where they are not suitable, the People's Committees of districts, towns and cities will review and propose a solution, send it to the Department of Construction for review, and submit it to the Provincial People's Committee for consideration and decision.
Assessing the impact of this circular, National Assembly Delegate of the 14th tenure Duong Trung Quoc said that re-numbering houses nationwide in a uniform manner in the context of digital transformation is very necessary, and it is necessary to redo it accurately according to standards. Because, in the process of strong urban development, many localities, including Hanoi, have not done a good job of numbering and attaching house numbers, especially on new streets, leading to chaos and causing many obstacles for people. Therefore, in addition to the need to implement the rules of re-numbering houses, Hanoi needs to overcome the shortcomings and limitations in this field, especially overcoming the numbering of house numbers in newly built areas and streets.
According to him, for old areas, old place names have been assigned house numbers, stable over time, even if they are not up to standard, there is no need to re-register when the new regulations come into effect. Because this is unnecessary, it will even cause more chaos if the government does not implement it thoroughly, especially when a series of people's personal documents will have to be adjusted. When the circular comes into effect, state management agencies need to develop a roadmap and implement it step by step, including promptly resolving the chaotic house numbering situation for new neighborhoods that is causing too much trouble.
On the government side, according to a leader of Tay Ho District, in the coming time, the district will take the initiative within its authority to review all roads in the area. If any road has not been numbered according to current regulations, it will be implemented. This person admitted that renumbering house numbers will have a big impact on people because it will change many personal documents related to the old house numbers.
Speaking with Thanh Nien , Dr. Architect Dao Ngoc Nghiem, Vice President of the Vietnam Urban Planning and Development Association, expressed his agreement with the content and criteria in the draft circular regulating house numbering and plate numbering, to replace Decision No. 05/2006 of the Minister of Construction.
For Hanoi, Mr. Nghiem said that after the circular is passed, Hanoi needs to determine the time of application and have a backup plan for situations when implementing house numbering and road signboarding. Because Hanoi is in the process of urbanization. "For example, land division and road network adjustment according to planning will create many changes in house numbers. Then, when there are 10 urban railway lines in the near future, how will the roads change? All related variables need to be calculated to have a backup plan," Mr. Nghiem said.
