To be the center of Southeast Asia's maritime economy by 2030
According to Chairman of Hai Phong City People's Committee Nguyen Van Tung, Hai Phong City Planning is the concretization of the aspiration to develop the city in accordance with Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045; demonstrating new thinking, new vision, with long-term strategic breakthrough orientations and solutions, helping to clear bottlenecks and exploit the particularly important geostrategic position of Hai Phong City.
“The Hai Phong City planning has been seriously and meticulously researched based on a complete and reliable information and data system, helping to objectively and accurately assess the current status as well as the potential and development capacity of the city, ensuring feasibility in the implementation process” - Chairman Nguyen Van Tung affirmed.
The Hai Phong City Planning for the 2021-2030 period, with a vision to 2050, was signed by Deputy Prime Minister Tran Hong Ha on December 2, 2023 with the view that the planning must be consistent and synchronous with the country's development orientation and vision.
The planning also clearly states that the development goal by 2030 of Hai Phong City is to build and develop Hai Phong into a large seaport city, leading the country in industrialization - modernization and digital transformation; a driving force for development of the Northern region and the whole country; a modern, international, leading maritime economic center in Southeast Asia; the material and spiritual life of the people is constantly improved to be on par with typical cities in Asia.
The vision goal by 2050 is to develop Hai Phong into a major seaport city in the region and the world with three development pillars: seaport-logistics services; green, smart, modern industry and international sea tourism center; population size of about 4.5 million people. To be the leading locality in the country in digital transformation, building digital government, digital society and digital economy.
Construction of Hai Phong Southern Coastal Economic Zone
The plan also clearly states a number of new directions, notably: Establishing a coastal economic zone in the South of Hai Phong with an area of about 20,000 hectares to take advantage of Nam Do Son port and Hai Phong international airport in Tien Lang district; establishing a free trade zone in the new economic zone to apply domestic and international mechanisms, policies, experiences and good practices.
The Southern Coastal Economic Zone (including the Free Trade Zone) is expected to be a strong enough lever to help awaken the economic development potential of the land south of Hai Phong City.
In addition, the Plan also orients investment in the construction and development of Hai Phong seaport to be worthy of its role as one of the two special seaports in the country. Focus on completing investment in Lach Huyen port area and relocating ports on Cam River; investing in developing ports in Nam Do Son - Van Uc port area; Building new railway lines: Hanoi - Hai Phong route parallel to Hanoi - Hai Phong expressway connecting Hai Phong International Gateway Port with Dinh Vu, Nam Do Son and Lach Huyen port areas; Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway; Upgrading and expanding Cat Bi International Airport. Speaking at the Announcement Ceremony of Hai Phong City Planning, Deputy Prime Minister Tran Hong Ha said that Hai Phong is the third centrally-run city (after Da Nang and Can Tho) whose planning has been approved by the Prime Minister.
The Deputy Prime Minister emphasized that Hai Phong is a particularly important seaport city, the most vibrant industrial and economic center in the country, an important gateway connecting the Red River Delta and the whole country, and has a key position in terms of national defense and security. To effectively exploit potentials and advantages, creating momentum for Hai Phong to develop, Deputy Prime Minister Tran Hong Ha suggested that the city needs to effectively utilize breakthrough mechanisms and specific policies approved by the National Assembly for Hai Phong, promptly complete the plan to implement the planning in the direction that state resources play a leading role in attracting social resources, and need to exploit inter-regional infrastructure projects, seaports, logistics, etc. to create conditions for the city to develop in accordance with the planning orientation.
