Currently, the apartment complex has about 1,300 households living there. Most of the buildings and apartments are at level D danger (the highest level of danger warning), unsafe, in a state of general disrepair, and in need of urgent evacuation...
Faced with this situation, from August 2023, Hai Phong City directed units and localities to urgently implement measures to support and ensure the safety of the old Van My apartment complex.
Van My apartment complex, Ngo Quyen district, Hai Phong city is seriously degraded, facing the risk of collapse, not ensuring safety for residents.
In particular, the old apartment buildings A7 and A8 in Van My ward, Ngo Quyen district have been assessed as level D, which means they are dangerous structures that can collapse at any time.
Before storm No. 3, Ngo Quyen district evacuated households in apartment buildings A7, A8 and adjacent surrounding households.
After storm No. 3 made landfall in Hai Phong City, the above-mentioned apartment buildings were seriously affected, showing signs of subsidence and tilt, and were no longer suitable for use.
On September 14, 91 households in A7 and A8 of Van My apartment building were drawn to receive new rental apartments in HH3 - HH4 and HH1 apartment buildings in Dong Quoc Binh ward, Ngo Quyen district.
To ensure people's lives, Hai Phong City People's Committee is completing procedures to issue an emergency evacuation decision and organize the evacuation of dangerous apartment buildings in the city affected by storm No. 3.
At the city meeting to resolve the above issue, after listening to the reports, Chairman of Hai Phong City People's Committee Nguyen Van Tung requested that households in apartment buildings A7, A8 and surrounding households adjacent to Van My ward proactively coordinate with Ngo Quyen District People's Committee to implement plans and plans to move assets under their ownership according to regulations.
In case by the end of September 25, households do not cooperate in moving their assets in the above-mentioned apartments, the city will not be responsible for the loss or misplacement of related assets (if any).
Accordingly, the Chairman of Hai Phong City People's Committee assigned Ngo Quyen District People's Committee to preside over and coordinate with relevant agencies and units to develop plans, organize the relocation of households' assets and assign them to each household, to be completed before September 25, 2024; ensuring safety during the implementation process.
Coordinate with Hai Phong Housing Management and Trading Company Limited to determine the volume of architectural works that households have invested in.
The Department of Construction presides over, together with the Department of Finance and Hai Phong Housing Management and Trading Company Limited, to carry out procedures for handling public assets and the plan for dismantling the project.
Recently, the Hai Phong City People's Council has approved the decision on the investment project to build technical infrastructure works in the old Van My apartment complex and 311 Da Nang. Accordingly, the Van My apartment complex will be completely cleared and replaced with a resettlement area, park, and green trees.
The city also agreed to stop using 41 old apartment buildings with level D danger (about more than 2,600 households) in the city that were seriously affected by storm No. 3.
At the same time, the Department of Construction is required to seriously learn from experience in the delay in repairing and maintaining public property apartments every year according to regulations; review and clarify the responsibilities of relevant organizations and individuals.
