Pursuant to Decision No. 974 dated August 19, 2023, the Prime Minister established the Mekong Delta Regional Coordination Council (hereinafter referred to as the Regional Coordination Council) to innovate the regional coordination mechanism and promote sustainable development of the Mekong Delta region in response to climate change.
Deputy Prime Minister Le Minh Khai is Chairman of the Regional Coordination Council. The Minister of Planning and Investment is Permanent Vice Chairman. Vice Chairmen of the Council include: Minister of Natural Resources and Environment; Minister of Agriculture and Rural Development; Minister of Transport.

Members: Deputy Ministers and equivalents of the Ministries and ministerial-level agencies: Planning and Investment, Finance, Industry and Trade, Construction, Science and Technology, Information and Communications, Health, Education and Training, Public Security, National Defense, Government Office; Chairmen of the People's Committees of the provinces and centrally run cities: Can Tho, Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Soc Trang, Hau Giang, An Giang, Dong Thap, Kien Giang, Bac Lieu and Ca Mau.

Deputy Prime Minister Tran Luu Quang is Chairman of the Regional Coordination Council. The Minister of Planning and Investment is Permanent Vice Chairman. The Vice Chairmen include: Minister of Natural Resources and Environment; Minister of Agriculture and Rural Development; Minister of Transport; Minister of Labor, War Invalids and Social Affairs.

Members include: Deputy Ministers and equivalents of the Ministries and ministerial-level agencies: Planning and Investment, Finance, Industry and Trade, Construction, Science and Technology, Information and Communications, Health, Education and Training, Culture, Sports and Tourism, National Defense, Public Security, Ethnic Committee, Government Office; Chairmen of the People's Committees of the provinces: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Lao Cai, Yen Bai, Thai Nguyen, Bac Kan, Phu Tho, Bac Giang, Hoa Binh, Son La, Lai Chau, Dien Bien.
The Regional Coordination Council is responsible for coordinating activities in establishing, adjusting and organizing the implementation of the National Planning within the relevant scope, the planning of the Mekong Delta region, the planning of provinces and cities in the Mekong Delta region, the planning of the Northern Midlands and Mountains region, the planning of provinces in the Northern Midlands and Mountains region for the period 2021-2030, with a vision to 2050.
Research and propose institutions, mechanisms and policies for the development of the Mekong Delta, the Northern Midlands and Mountains, promote regional and sub-regional linkages to ensure that regulations, mechanisms and policies for regional and sub-regional linkages are implemented synchronously, consistently, effectively, and with discipline.
Coordinate activities to synchronously develop the socio-economic infrastructure system, prioritizing the transport infrastructure system. Research and propose the establishment of a regional infrastructure development fund.
Prime Minister Pham Minh Chinh also gave instructions to improve the operational efficiency of regional coordination councils.
The Prime Minister requested to improve the efficiency of regional linkages and connections; at the same time, provinces and cities must still be self-reliant and develop by internal resources, not relying on the Central Government.
Regional Coordinating Councils are responsible for enhancing the effectiveness, efficiency, self-reliance and self-reliance of each locality and creating the combined strength of the region, contributing to the overall development of the country.
The Head of Government emphasized that the Ministries, agencies and localities that are members of the Regional Coordination Council must immediately complete the organizational work according to the principles of streamlining, effectiveness and efficiency, "saying goes hand in hand with doing", without formalities, without establishing new administrative organizations but using existing specialized agencies in a part-time manner.
The Prime Minister requested that in the early fourth quarter of 2023, the Regional Coordination Councils hold meetings to give opinions on regional planning .
