The two ministries have agreed to propose increasing preferential allowances for teachers.

Late on the afternoon of May 27, at the 5th meeting of the Committee on Culture and Education, Minister Nguyen Kim Son was invited to attend and speak after the discussion of committee members regarding the results of monitoring the implementation of Resolution 88 of the National Assembly on innovation of general education programs and textbooks.

The Minister of Education and Training said that he and the Ministry of Home Affairs have proposed increasing preferential allowances for preschool and primary school teachers.

"Need to look at the impact of the pandemic more deeply"

Speaking at this meeting, Minister Nguyen Kim Son repeatedly mentioned the word "thank you" and said that he personally highly appreciated the working spirit of the monitoring delegations on the implementation of innovation in general education programs and textbooks in recent times.

The head of the education and training sector shared: "With the subjects being monitored, we usually just hope that you go as fast as possible, and pass by as quickly as possible. However, with the education and training sector, we just hope that you can go a lot and listen a lot. Come to the teachers, come to the students, listen to the life and breath of the school, not just bring a few available impressions to monitor.

What I see is that the supervisors are very profound, asking teachers very carefully... I am very touched that the supervisors are profound, the exchanges are very objective. As for the story ahead, the supervisory report is submitted to the National Assembly. I firmly believe that the supervisory process by penetrating into reality and listening to opinions like that will make the supervisory report more consistent with reality and pave the way for continuing the path of fundamental and comprehensive innovation of education and training in the coming time."

Approaching the draft report, the Minister of Education and Training expressed his wish that the report should look more deeply at the impact of the Covid-19 pandemic because "we easily forget it too quickly with all its effects".

Mr. Kim Son reiterated that after signing the 2018 General Education Program, the entire education sector began to "struggle" with the epidemic. This forced teachers and those implementing the new program to try several times harder.

That is, while trying to maintain educational activities from being broken, interrupted, or in crisis, we must also fundamentally, comprehensively, deeply, and thoroughly innovate, meeting expectations many times greater than what the education and training sector currently has. In the context of the country's resources being dispersed due to the fight against the pandemic; time funds, local involvement, and parents are also affected... All of these create a huge challenge for the innovation process.

"When the pandemic is over, looking back, we can see that if national resources are strongly focused on investment, it will certainly create better momentum for innovation in the recent past," Mr. Son acknowledged.

Increase preferential allowances, amend decree on teacher training orders

Mr. Son said that at this time, the education and training sector is focusing on evaluating after 3 years of "changing textbooks", especially grade 10, the first grade of high school after the first year of implementing the new curriculum and textbooks. This is also the time when the education and training sector is doing a lot of work as the focal point to prepare for the summary of 10 years of implementing Resolution 29 on fundamental and comprehensive innovation of education and training.

Pointing out a series of tasks that the education and training sector is having to do, the Minister of Education and Training said that he would "complain" a bit to hope that National Assembly delegates have and will continue to share with the sector.

Regarding the concerns of National Assembly delegates about the progress of implementing Decree 116 on teacher ordering, according to the "commander" of the education and training sector, the Ministry of Education and Training is urgently carrying out tasks to develop the revised Decree 116 as quickly as possible, which can meet the needs of teacher training when there are many shortcomings in the current training ordering.

Notably, regarding the preferential allowance policy for teachers, Mr. Son informed: "At the previous National Assembly session, the Ministry of Education and Training proposed to increase the preferential allowance for teachers. Immediately after the National Assembly session, the Government directed ministries and branches, the Ministry of Education and Training also worked many times with the Ministry of Home Affairs and the two ministries agreed and submitted to the Government to increase the preferential allowance for preschool and primary school teachers. Specifically, the preferential allowance for preschool teachers is increased by 10% and for primary school teachers is increased by 5%.

The Prime Minister also directed the Ministry of Finance to give its opinion before taking the next steps. "On May 12, I sent an official document to the Ministry of Finance and hope that this will be handled soon. I hope that National Assembly delegates will also support it at the National Assembly forum to increase preferential allowances for teachers, ensuring the number of employees," said Mr. Son.

The head of the education and training sector also expressed his hope that when delegates discuss the amendment of the Land Law in the near future, they will pay attention to the story of land for education. This will pave the way for the socialization of education, which is a deep, fundamental story to solve many other problems.
