On January 10, the leader of the People's Committee of Hoang Tan Commune (Quang Yen Town, Quang Ninh) said that two abandoned newborn girls had just been discovered in the area.
Previously, on the evening of January 9, Ms. Nguyen Thi Hue (born in 1987, residing in village 3, Hoang Tan commune) heard a baby crying outside the alley so she went out to check.
There, Ms. Hue discovered a plastic basket containing two newborn girls dressed and wrapped in blankets. At that time, it was drizzling and the weather was cold.
In addition, next to the two children is a letter with the content: "I gave birth to two girls on December 1, 2023. Due to difficult family circumstances, I am not qualified to raise them. I hope that whoever is destined will help me raise the two children and adopt them. I would like to thank them."
Ms. Hue immediately reported the incident to the local authorities. The People's Committee of Hoang Tan commune directed the police force to coordinate with organizations, unions and village chiefs to go to the scene to inspect. Through initial verification, the health of the two girls is stable.
Currently, the People's Committee of Hoang Tan commune temporarily assigned the two children to Ms. Hue to take care of.
Hoang Tan Commune People's Committee also issued a notice that from January 10 to 17, if there is no information about the biological father, mother or relatives of the two children, the Commune People's Committee will proceed with birth registration and related procedures for the children according to regulations.
