As a district with many ethnic groups living together, each ethnic group has its own unique culture. Therefore, along with promoting socio-economic development, Ha Quang district has many positive solutions in arousing, preserving and promoting the value of unique cultural heritages of ethnic groups in the district.

With 5 ethnic groups living together: Tay, Nung, Mong, Dao, Kinh, Ha Quang district still preserves many unique cultural features of the ethnic groups, typically intangible cultural heritages such as: Then, sli, luong melodies, 8 annual traditional festivals and many traditional crafts, including 1 intangible cultural heritage included in the list of national intangible cultural heritages (Brocade weaving of the Tay people, Ngoc Dao commune), 1 traditional craft village (Na Keo herbal incense craft village, Truong Ha commune); There are traditional industries and occupations such as: making Khau Sli Na Giang cake (Ngoc Dao commune), Na Ma paper making site (Truong Ha commune), Lung Quang hamlet, belonging to Residential Group 6, Thong Nong town... The system of tangible cultural heritage is diverse and rich with 14 ranked relics, including 1 special national relic (Pac Bo Special National Relic); 1 national relic (Kim Dong Historical Relic); 12 provincial relics; there are 6 geological and cultural heritage sites recognized as UNESCO Global Geopark Non Nuoc Cao Bang. This is an invaluable cultural resource, containing the good values ​​of the ethnic groups in the homeland of Ha Quang.

Clearly defining culture as including material culture, spiritual culture, tangible culture, intangible culture, personal culture, community culture, therefore, in the work of preserving and promoting cultural heritage values, the district first focuses on directing the construction and completion of the system of physical facilities and cultural institutions to serve the cultural and spiritual enjoyment needs of all classes of people. Up to now, 100% of hamlets and residential groups have built village covenants and conventions. Many village covenants and conventions demonstrate the spirit of solidarity of the community; restore and promote good customs, practices, and traditions of hamlets, villages, and clans; eliminate many backward, superstitious, and heretical customs and practices, contributing significantly to building a healthy and progressive cultural environment in the community.

Investment in building cultural houses and community activities is increasingly receiving attention. Currently, the district has 6/21 commune and town cultural houses; 185/195 hamlet cultural houses; in terms of radio systems, 21/21 communes have commune-level radio stations; 118/195 hamlets have loudspeaker clusters to serve information work; 21/21 communes and towns have bookcases for cadres and people to look up information; most hamlets are fully provided with tables and chairs to serve the community activities of hamlets and residential groups.

Promote the collection and preservation of traditional cultural features through organizing and restoring festivals, folk songs and dances. Promote the role of artisans and mass art troupes in localities in preserving and maintaining the fine cultural values ​​of ethnic groups in the area. Currently, the district has 175/195 hamlet and residential group art troupes operating in residential areas; 100% of communes and towns have established mass art troupes; the district has established 1 key art troupe; 1 model art troupe serving tourism.

As an artist knowledgeable about the Tinh lute and Then singing, one of the unique folk songs and dances of the Tay and Nung ethnic groups in his hometown, artist Be Bich Do, Xuan Hoa Town, not only performs directly but also actively participates in teaching and preserving the Then and Tinh lute melodies in the locality.

Artisan Be Bich Do shared: Then singing and Tinh lute are an indispensable part of the spiritual life of the Tay and Nung ethnic groups. However, currently, the number of people who know and can perform this art form is very small. To preserve the cultural values ​​of the nation, I am trying to collect and teach them so that they do not disappear. In the past time, I have taught 60 people who love local folk culture and arts.

Along with that, the Department of Culture - Information coordinated with the Department of Education and Training of the district to coordinate the inclusion of folk songs in the extracurricular activities program at schools in the area. 42/42 schools in the district taught at least 1 folk song, a song with folk melodies in the elective subject lesson of the Music program. In addition, some schools combined extracurricular activities with activities to experience traditional craft villages, folk games, cultural and artistic exchange activities with the theme I love folk songs...

In addition, to preserve and promote cultural values, especially traditional cultures of ethnic groups, annually organize cultural activities through festivals, folk song competitions - ethnic costume performances; cultural and artistic activities to celebrate major holidays of the homeland and country, typically: Pac Bo Origin Festival, Mong Ethnic Cultural Festival, Then Singing - Tinh Instrument Festival; cultural exchange programs of ethnic groups, ethnic color festival...

In particular, from 2021 to present, the implementation of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period with the task of implementing Project 6: Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development has made an important contribution to the work of preserving and promoting the cultural heritage values ​​of ethnic groups. From 2021 to present, the district has supported and built 2 cultural houses, 15 art troupes in villages and hamlets in ethnic minority and mountainous areas; supported investment in each phase at 3 tourist destinations in Truong Ha, Ngoc Dong, Thanh Long communes; organized 2 training courses to improve the capacity to preserve and promote traditional cultural identities of ethnic groups associated with tourism development; Organized 2 classes to teach folk songs, built 2 models of Then singing - Tinh lute, deployed promotional content, introduced the potential and typical cultural values ​​in the area to a large number of tourists inside and outside the province.

Comrade Ngan Thi Hoang Yen, Head of the Department of Culture and Information of Ha Quang district, said: The combination and implementation of solutions to preserve and promote the good traditional cultural values ​​of the nation with cultural projects, programs and projects to support the development of culture, sports and tourism of ethnic minorities in the past time has contributed to preserving and promoting the typical traditional cultural values ​​of ethnic groups in the area in the new period, creating a driving force for cultural development associated with tourism, hunger eradication, poverty reduction, building a healthy and progressive cultural life and environment, pushing back backward customs and social evils in ethnic minority areas. In the coming time, the district will continue to promote propaganda and mobilize people of all ethnic groups to join hands and unite to preserve cultural identity; coordinate well with relevant sectors to research, collect and restore traditional festivals of ethnic groups, especially ethnic minorities.
