Hanoi requests to undertake the investment of Ngoc Hoi bridge worth 11,770 billion VND

The Hanoi People's Committee has just issued Official Dispatch No. 326/UBND-DT to the Prime Minister on assigning the competent authority to implement the Ngoc Hoi Bridge Construction Investment Project and the two-way access road connecting Hanoi City and Hung Yen Province.

Accordingly, the Hanoi People's Committee proposed that the head of the Government decide to assign the Hanoi People's Committee as the competent authority to implement the Ngoc Hoi Bridge construction investment project and the access roads at both ends of the bridge according to the provisions of the Law on Public Investment dated November 29, 2024.

The Hanoi People's Committee also proposed that the Prime Minister approve the policy of allocating the central budget to support at least 50% of the total investment for the component project of investing in the construction of the main bridge and the bridgehead road in the overall project of investing in the construction of Ngoc Hoi bridge and the approach roads at both ends of the bridge.

Hanoi City and Hung Yen Province will be responsible for allocating local budgets to implement compensation, support, and resettlement; investing in the construction of parallel roads and the remaining part of the component project to invest in the construction of the main bridge and two roads at the bridgehead.

It is known that the Ngoc Hoi Bridge and the approach roads at both ends of the bridge have their starting point in Thanh Tri district, Hanoi (Km0+00), connecting with the end point of the Ring Road 3.5 project from Phuc La, Van Phu to Phap Van - Cau Gie expressway, about 360 m from the expressway towards Huu Hong dyke; the end point is in Van Giang district, Hung Yen province (Km7+500), connecting with Ring Road 3.5 in Van Giang district, Hung Yen province, 700 m from Ta Hong dyke towards Hanoi - Hai Phong expressway.

The total length of the research scope of the Project is about 7.5 km, of which the length of the route on the Hanoi side is about 5.4 km; on the Hung Yen side is about 2.1 km. The length of the main bridge over the Red River and the approach bridge is 7.2 km long, 33 m wide; the road at the bridgehead on the Hung Yen side is about 300 m long, 60 m wide.

The preliminary total investment of the Project is estimated at 11,770 billion VND from the Hanoi City budget and the Central budget. The Project is divided into 6 component projects, of which Component Project 3 - investment in the construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge has a total investment of up to 10,198 billion VND.

Ngoc Hoi Bridge is located on the 3.5 ring road of Hanoi City. This is an open ring road with a length of about 45.64 km connecting Hanoi City and Hung Yen Province) has been invested according to the planning of 9.5 km (from Thang Long Avenue - Southern Axis), is implementing investment of 5.5 km from National Highway 32 - Thang Long Avenue and is establishing 5 projects with a total length of 25.1 km.

The completion of the 3.5 beltway with the Ngoc Hoi bridge project connecting directly to Hung Yen province, combined with the radial road system of Hanoi City intersecting with the 3.5 beltway (Me Linh urban axis, Tay Thang Long axis, National Highway 32, Thang Long Avenue, Le Van Luong, National Highway 6, National Highway 1, Phap Van - Cau Gie expressway) will share and distribute traffic, avoiding the situation where vehicles need to move from the North, Northwest of the City to the East - South have to move through the center of Hanoi City, thereby reducing the risk of traffic congestion on existing routes such as the 3.5 beltway, Giai Phong Street, Road 70...

In addition, when Ngoc Hoi Bridge is invested in and built, it will help increase the connection between Hanoi Capital and Hung Yen Province, creating favorable conditions and linking new urban areas such as: Ecopark New Urban Area, Dai An Urban Area, Dream City Urban Area... thereby creating conditions for socio-economic development in the southern area of the City, as well as the southern and southeastern provinces of the Capital Region such as: Hung Yen, Ha Nam, Bac Ninh.
