Continue to build synchronous, modern, highly connected infrastructure; invest in digital infrastructure, creating a foundation for the development of digital government, digital economy, digital society, and smart cities. Develop culture and improve the quality of human resources. Ensure social security, improve people's lives; local defense work and social order and safety. Control inflation, promote economic growth
Regarding some key tasks and solutions, the Resolution requires ensuring major balances, controlling inflation, promoting economic growth; Restructuring economic sectors associated with renewing the growth model towards enhancing the application of science and technology; Innovating local government governance associated with digital transformation; building a streamlined apparatus, operating effectively and efficiently, streamlining payroll associated with restructuring the team of civil servants and public employees; Improving the rankings of PCI, PAPI, PARIndex and SIPAS indices; Comprehensively and synchronously developing the fields of culture, education and health; promoting infrastructure and digital technology, applying science and technology in building smart cities.
Along with that, well implement social security and welfare policies, improve the material and spiritual life of the people; Strictly manage and develop urban infrastructure; implement approved plans; Further improve the effectiveness and efficiency of land and resource management and use, environmental protection, proactively respond to climate change; Resolutely prevent and combat corruption, negativity and waste; Improve the effectiveness of foreign affairs and international integration; Ensure local defense, military and social order and safety; Strengthen coordination between the City People's Committee and the Standing Committee of the People's Council, the City National Assembly Delegation, the People's Council Committees, the City Vietnam Fatherland Front Committee and member organizations.

1. Gross Regional Domestic Product (GRDP) growth rate: 6.5%.
2. GRDP per capita: 172.4 million VND.
3. Realized investment capital growth rate: 10.5%.
4. Total export turnover growth rate: 5%.
5. Consumer price index: below 4.5%.
6. Decrease in the birth rate of the third child or more compared to the previous year: 0.15%.
7. Reduce the rate of underweight children under 5 years old compared to the previous year: 0.1%.
8. Percentage of communes/wards/towns meeting national health standards: 100%.
9. Health insurance coverage rate: 95.5%.
10. Rate of employees participating in compulsory social insurance over the working-age labor force: 47.5%.
11. Rate of workers participating in voluntary social insurance over the working-age labor force: 3.5%.
12. Rate of unemployment insurance participants over working-age labor force: 45%.
13. Reduce the number of poor households compared to the beginning of the year: Maintain no poor households.
14. Urban unemployment rate: below 4%.
15. Percentage of trained workers (currently working): 75%; Percentage of workers with degrees and certificates: 55%.
