Hanoi will spend 550 billion VND to replenish water in To Lich River

Kinhtedothi - The Hanoi People's Committee has just submitted a document to the Prime Minister on the investment policy for the construction of an emergency project to supplement water from the Red River to the To Lich River to improve the environment.


Accordingly, the early restoration of the To Lich River to ensure the landscape and overcome environmental pollution is identified as an urgent task of Hanoi City.

In the coming time, the To Lich River in the dry season will have a layer of mud at the bottom, causing environmental pollution and not ensuring the urban landscape. In order to implement a project to supply water quickly and promptly for the current To Lich River with high feasibility and suitable for the actual conditions of Hanoi, it is necessary to implement according to the emergency construction plan.

Pursuant to the provisions of Section b, Section 1, Clause 48, Article 1 of the Law amending and supplementing a number of articles of the Construction Law dated June 17, 2020, the decision to build emergency works to "quickly and promptly meet the requirements of solving urgent issues of ensuring water resources, responding to environmental incidents, and developing technical infrastructure systems" is under the authority of the Prime Minister.

Therefore, the Hanoi People's Committee reports to the Prime Minister for consideration and approval to allow the construction of an emergency project to supplement water from the Red River to the To Lich River to improve the environment. The total investment is about 550 billion VND, using capital from the Hanoi City Budget. The Hanoi People's Committee commits to complete it before September 2025.

Hanoi City proposed that the Prime Minister direct relevant ministries and branches to coordinate and create conditions for the Hanoi People's Committee to soon complete investment procedures according to regulations, ensuring the project's goals and progress.

To Lich River was formerly a tributary of the Red River, a river bearing many historical and cultural marks, closely associated with the lives of the people of the Capital. Through many historical stages of urban development of the Capital, the river has undergone many changes, especially in water quality due to interruptions in water supply, mainly receiving water from West Lake, rainwater and a significant amount of wastewater.

To Lich River is 13.4km long: the starting point is Nghia Do canal on Hoang Quoc Viet street; the end point of To Lich River has 2 drainage directions: (I) drainage direction to Nhue River through Thanh Liet Dam's regulating gate; (2) drainage direction to Red River through the downstream of Kim Nguu River to Yen So pumping station with a capacity of 90m3/s, forced pumping to Red River. Hanoi City has focused on implementing previous phase 1 and phase 2 drainage projects and is implementing the Yen Xa wastewater collection and treatment plant investment project with the main goal of separating and collecting the entire wastewater and rainwater system into the general drainage system to improve, overcome and enhance the water quality of rivers in the city, including To Lich River.

After the Yen Xa Wastewater Treatment Plant project comes into operation (from December 1, 2024, the entire system is expected to be completed in 2027), the water sources supplementing the To Lich River have been collected, leading to the To Lich River drying up. At the same time, the investment in Lien Mac pumping station, the wastewater collection and treatment system of the S3 basin (towards Phu Do wastewater treatment plant), and the rainwater drainage system of the Ta Nhue River basin are being implemented for investment preparation (expected completion progress in the period of 2027 - 2030).

Therefore, it is forecasted that by the end of the 2026 - 2030 term, it will not be possible to complete the replenishment of Red River water for Nhue River and To Lich River according to the Hanoi Capital Drainage Plan to 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 725/QD-TTg dated May 10, 2013.
