(NLDO) - Chairman of Hanoi People's Committee Tran Sy Thanh requested departments and branches to urgently propose plans to use water resources to supplement water for To Lich River.
Chairman of the Hanoi People's Committee Tran Sy Thanh recently chaired a meeting with departments and branches to hear reports on the plan to add water to the To Lich River to improve the environment.

Regarding the plan to add water to To Lich River, the Chairman of Hanoi People's Committee requested that in the immediate future, Tay Ho District People's Committee take the lead, coordinate with the Department of Construction and other departments and branches to study and receive opinions from central ministries and branches on adding water from the Red River to To Lich River. At the same time, urgently propose a plan to use water from the Red River and water after treatment from the West Lake wastewater treatment plant to add water to West Lake (through the intermediate lake, Sen Lake) to ensure that it does not affect the ecosystem of West Lake.
The Department of Construction was assigned to preside over the study and propose a plan to take water from West Lake to supplement To Lich River if necessary to maintain the water level of To Lich River through the West Lake A - Cong Do - Thuy Khue Canal regulation gate, to be completed in August.
In the long term, the Chairman of the Hanoi People's Committee assigned the Department of Construction to preside over and coordinate with the Tay Ho District People's Committee to review related plans, carefully study and propose a plan to supplement water from the Red River to the To Lich River along Vo Chi Cong Street (connected with the water supplementation in the immediate phase that has been implemented) to ensure both supplementing water to the To Lich River and regulating the water level of West Lake to be stable.
The Chairman of the Hanoi People's Committee assigned the Department of Natural Resources and Environment to coordinate with the Tay Ho District People's Committee to regularly monitor and evaluate the quality of water after treatment at the West Lake Wastewater Treatment Plant to ensure that the treated wastewater meets the prescribed standards and regulations.
For many years, To Lich River has been seriously polluted, affecting the lives of people in the area.
In addition, Chairman of the City People's Committee Tran Sy Thanh requested this Department to coordinate with the Department of Construction, Tay Ho District People's Committee and related units to advise, propose and report to the City People's Committee to assign Tay Ho District People's Committee to manage Sen Lake to carry out the renovation, dredging to create an intermediate settling lake and invest in a sewer system to supplement water to West Lake when necessary, creating an environmental landscape and not affecting the ecosystem of West Lake.
The Department of Planning and Investment, the People's Committee of Tay Ho District and related departments and branches were assigned by the Chairman of Hanoi to urgently speed up investment procedures and implement the investment project to complete the wastewater collection system around the West Lake area to ensure the thorough collection of all wastewater sources around West Lake.
Regarding the plan to clean up To Lich River, the Chairman of Hanoi People's Committee assigned the Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture (Agricultural Board) to preside over and coordinate with the Department of Construction to review all wastewater discharge gates along To Lich River to supplement the sewer system to thoroughly collect wastewater on both sides of To Lich River to Yen Xa Wastewater Treatment Plant.
Along with that, research on the construction of dams on the To Lich River (including the T-shaped dam at the To Lich River junction near Long Quang Pagoda, Thanh Tri District and rubber dams to maintain the water level on the river) to supplement the Yen Xa wastewater treatment system project being implemented.
Based on the review results, the Chairman of the Hanoi People's Committee assigned the Agriculture Department to complete the project adjustment dossier, submit it to the Department of Planning and Investment for appraisal according to regulations, and complete it before February 7 to submit to the City People's Council (if necessary). In addition, the Agriculture Department was also assigned to complete additional procedures for the project's package 2 to complete construction in August. Review the stormwater discharge gates that have been implemented along the To Lich River in the Yen Xa wastewater treatment system project to renovate and ensure urban aesthetics.
The Department of Planning and Investment was assigned by the Chairman of Hanoi to urgently organize the project appraisal, report to the City People's Committee for consideration, and submit to the City People's Council to adjust the project investment policy (if necessary), to be completed before February 10.
Along with that, the City People's Committee's staff sent a document to the Standing Committee of the City People's Council proposing to add the content of adjusting the policy of the Yen Xa wastewater system project to the agenda of the extraordinary meeting of the City People's Council scheduled to take place in February.
The Chairman of the Hanoi People's Committee assigned the Department of Construction to preside over and coordinate with the Hanoi Drainage One Member Co., Ltd. to immediately carry out the overall dredging of the To Lich River, basically completing it in August.
Regarding the beautification of both sides of the To Lich River, Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Construction and the People's Committees of districts and towns along the To Lich River to carry out decoration and environmental sanitation work to ensure the urban landscape of the riverside area. In the immediate future, the People's Committees of districts and towns along the To Lich River will carry out environmental sanitation, collect waste, waste soil, plant trees, flowers, and ornamental plants to create landscapes.
Regarding the collection and treatment of wastewater in the Truc Bach Lake area, Mr. Tran Sy Thanh requested Ba Dinh District to focus resources, urgently speed up progress, and soon complete the project to build and complete the wastewater collection and treatment system in the Truc Bach Lake area to ensure the water quality of Truc Bach Lake.
