On the morning of October 10, the Party Central Committee, the National Assembly, the President, the Government, the Central Committee of the Vietnam Fatherland Front and Hanoi City solemnly held a national ceremony to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024).
On behalf of the Party and State leaders, General Secretary and President To Lam attended and read a speech at the ceremony.
Attending the ceremony were comrades: Former General Secretary Nong Duc Manh; former President Truong Tan Sang; former Prime Minister Nguyen Tan Dung; National Assembly Chairman Tran Thanh Man; former National Assembly Chairmen: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan.
Also attending were many leaders and former leaders of the Party and State; leaders of central departments, ministries, branches, and organizations, provinces and centrally-run cities; representatives of diplomatic corps, international organizations, and embassies of countries in Vietnam...
Delivering a speech at the ceremony, General Secretary and President To Lam stated that in the glorious revolutionary cause of the Party and the nation, the capital Hanoi has always had a particularly important role and position, associated with glorious milestones full of honor and pride.
On August 19, 1945, the August Revolution achieved complete victory in Hanoi, quickly spreading everywhere, encouraging and strongly motivating the people of the whole country to rise up and seize power. On September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, opening a new era - the era of independence, freedom and socialism; opening a new era, the glorious Ho Chi Minh era.
Article 3 of the 1946 Constitution - the first constitution of the Democratic Republic of Vietnam - determined that "The capital is located in Hanoi".
Faced with the French colonialists’ ambition to invade our country again, on December 19, 1946, responding to President Ho Chi Minh’s call, the army and people of Hanoi, with the spirit of “Determination to die for the survival of the Fatherland”, rose up to fight the enemy to save the country. Through a 60-day and extremely heroic battle, Hanoi initiated a sacred nationwide resistance war, holding back and wearing down the enemy’s strength so that the headquarters and resistance forces could safely withdraw from Hanoi.
During nine years of resistance in the enemy's heartland, the army and people of Hanoi directly fought the enemy and provided support and shared the fire on the battlefields, especially the Dien Bien Phu battlefield, contributing with the entire nation to the Dien Bien Phu Victory that "resounded throughout the five continents and shook the world", dealing a decisive blow, creating a historical turning point that changed the situation of the war, forcing the French colonialists to sit at the negotiating table and sign the Geneva Agreement on the cessation of hostilities in Vietnam, recognizing the independence, sovereignty, unity and territorial integrity of the three countries of Vietnam, Laos and Cambodia; accepting the withdrawal of troops from the north of our country.
General Secretary and President To Lam emphasized that we will never forget the historic moment on the morning of October 10, 1954, when the City Military Commission and military units divided into many large groups and launched a historic march into Hanoi.
More than four hundred thousand people in the capital were excited and joyful in the forest of flags and flowers, filled with the spirit of "The army marched like waves/Layer after layer of troops returned.../We brought back the glory and strength of the nation/From now on, our whole lives will be joyful", welcoming the victorious army, the revolutionary army, Uncle Ho's army back.
In the afternoon of the same day, tens of thousands of people and armed forces happily and emotionally attended the flag-raising ceremony organized by the Military Commission at the Flagpole Stadium and listened to President Ho Chi Minh's appeal to the people of the Capital on the occasion of the Liberation Day: "For the past eight years, the Government had to leave the Capital to fight for national salvation. Although far apart, the Government's heart has always been close to the people. Today, thanks to the solidarity of our people, our army's heroic fight, the resistance has been victorious. The Government has returned to the Capital with the people. Thousands of miles away, one home, the heart is extremely happy...". He advised: "If the Government is determined, all the people of Hanoi are united in contributing to the Government, then we will definitely overcome all difficulties and achieve the common goal: Making Hanoi a peaceful, joyful and prosperous Capital...".
“That historic moment was a testament to the national strength, solidarity, and aspiration for peace of our people; a milestone that opened a new period of development for the capital and the country; marked the complete defeat of French colonialism in Vietnam, ending 9 years of protracted resistance. Hanoi - the capital of the Democratic Republic of Vietnam - was cleared of enemies; our people were masters of their own destiny and the country's, enthusiastically joining hands to build a new society, a socialist society; opening a new, extremely glorious period in the thousand-year history of culture and heroism of Thang Long-Hanoi in the Ho Chi Minh era”, comrade To Lam stated clearly.
According to the General Secretary and President, after being liberated, the capital Hanoi proceeded to overcome the consequences of war, restore the economy, reform socialism, and build and develop.
During the resistance war against the US, as a key area that was often fiercely attacked by the US imperialists, the Party Committee, government and people of Hanoi clearly demonstrated their exemplary leading role, both fighting bravely and actively competing with the people of the North in labor production, building a large rear base, and devoting all their efforts to supporting the large southern frontline with the spirit of "Not a pound of rice is missing, not a soldier is missing".
Hanoi is the place where many revolutionary movements were initiated: “Three readiness”, “Three responsibilities”, “Saturday to promote the struggle for national reunification”, “Each person works as hard as two for the beloved South; for Hue - Saigon twinning”…, which were enthusiastically responded to by all classes of people and spread throughout the country; the “Truong Son stick” movement became a great source of encouragement and motivation, urging hundreds of thousands of young people in the capital to enthusiastically set out to “cut through Truong Son to save the country” with the determination “All to defeat the American invaders”.
Vietnam's bravery and intelligence continued to be clearly demonstrated with 12 days and nights of the People's Army, the People's Police, the militia, the self-defense forces and the people of Hanoi and some northern localities smashing the strategic air raid, using the "B.52 flying fortress" with the intention of destruction, "bringing the North back to the Stone Age" of the US imperialists; creating the resounding miracle of "Hanoi - Dien Bien Phu in the air", forcing the US imperialists to sign the Paris Agreement, ending the war, restoring peace in Vietnam; creating an important premise for the army and people of the whole country to achieve the Great Victory of Spring 1975, completely liberating the South, and unifying the country. From here, Hanoi was praised and honored by the people of the whole country and international friends as the "Capital of conscience and human dignity".
The country is peaceful and unified, the capital Hanoi and the whole country enter a new revolutionary stage, moving towards socialism. Under the leadership of the Party, the Party Committee, the government and the people of Hanoi together with the whole country make efforts, persevere, overcome all difficulties, carry out the renovation and international integration, and achieve great achievements of historical significance.
From a city with a relatively small scale, area, population, backward infrastructure and economy, heavily devastated by war after liberation, Hanoi today has become the national political-administrative nerve center, a major center of culture, science, education, economy and international integration; one of the 17 largest cities in the world with an increasingly civilized, modern, dynamic, creative appearance, imbued with the eternal cultural and historical values of the thousand-year-old Dong Do-Thang Long land.
The economic scale has continuously increased, reaching about 54 billion USD in 2023; the gross regional domestic product (GRDP) has maintained a higher growth rate than the overall growth rate of the whole country; the total state budget revenue in the area has always reached and exceeded the assigned target.
In 2023 alone, budget revenue will reach more than 400 trillion VND, contributing 23.4% of the total central budget revenue; economic structure will shift in a positive and sustainable direction; investment and business environment will be improved.
People's lives are constantly improving; in 2023, the average income per capita will reach 6,348 USD, the poverty rate will be only 0.03%, of which 19/30 districts have no poor households. Hanoi is always the locality with the highest human development index, scale and quality of education and training in the country. The capital Hanoi is secure, safe, and full of vitality, attracting domestic and foreign tourists and international investors.
Hanoi participates with high responsibility and assumes important positions at many major international forums, contributing to enhancing the role, position and prestige of the capital and the country in the international arena.
With its outstanding achievements and great contributions over the past 70 years, Hanoi has been honored to receive many noble awards from the Party and State: 3 Gold Star Orders, Ho Chi Minh Order, First Class Independence Order and the titles: "Heroic Capital", "Hero of the People's Armed Forces". Hanoi is proud to be the only city in the Asia-Pacific region to be awarded the title "City for Peace" by the United Nations Educational, Scientific and Cultural Organization (UNESCO); The first capital in Southeast Asia to be recognized by UNESCO as a member of the global "Creative Cities Network" in 2019.
The great achievements that Hanoi has achieved are all associated with the wise leadership of the glorious Communist Party of Vietnam, of the great President Ho Chi Minh, the crystallization of patriotism, solidarity, diligence, talent and creativity, bravery and resilience in fighting, working and studying of generations of cadres, party members, compatriots and soldiers of the capital; the cooperation and assistance of ministries, departments, branches, central organizations and localities throughout the country with the spirit of "Hanoi for the whole country, the whole country for Hanoi" and the support and assistance of international friends.
General Secretary and President To Lam emphasized: “With the position and strength after 40 years of renovation, with new opportunities and fortunes, we are facing a historic opportunity to bring the country into a new era, an era of national development; this is also the time to orient our future. The requirement of bringing the country into a new era poses increasingly high tasks for Hanoi; “What must Hanoi do to become a socialist capital” as desired by President Ho Chi Minh; what must it do to be worthy of the capital in the new era of national development”.
With the position and strength after 40 years of renovation, with new opportunities and fortunes, we are facing a historic opportunity to bring the country into a new era, an era of national development; this is also the time to orient our future. The requirement of bringing the country into a new era places an increasingly high task on Hanoi; "What must Hanoi do to become a socialist capital" as desired by President Ho Chi Minh; what must it do to be worthy of the capital in the new era of national development.

The Party and State hope that the capital Hanoi will continue to make more efforts to become an exemplary, typical example, a source of pride for the people and soldiers of the whole country, as President Ho Chi Minh believed: “The people of our capital have a glorious revolutionary tradition and ardent patriotism. I am sure that the people of the capital will enthusiastically strive to make all sectors of the capital develop more and more, to be an example, to lead the people of the whole country in the work of consolidating peace, achieving unification and complete independence; to build a happy, beautiful, and peaceful life forever for our children and grandchildren”.
Be exemplary and take the lead in successfully implementing the Party's Resolutions, first of all, accelerate and make breakthroughs in successfully implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th City Party Congress; prepare well in all aspects to successfully organize the Party Congresses at all levels for the 2025-2030 term, the 18th Hanoi Party Congress towards the 14th National Party Congress; make every effort to effectively implement Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks for the development of the capital city of Hanoi to 2030, with a vision to 2045.
Highly concentrate all solutions, strongly unleash resources, especially resources within the people, combine national strength with the strength of the times to build the capital Hanoi to truly be worthy of being the national political-administrative nerve center, the heart of the whole country; a major center of economy, culture, education and training, science, technology and international integration; a smart, modern, green, clean, beautiful urban area with identity, security, safety, fast and sustainable development, with spreading power to promote the Red River Delta, the key economic region of the North and the whole country to develop together.
Develop the capital Hanoi as “Cultured-Civilized-Modern”, soon becoming a globally connected city, deeply integrated, highly competitive with the region and the world; people have a high standard of living and quality of life; the economy, culture, and society develop uniquely and harmoniously, truly being the center of convergence, crystallization of the culture of the whole country, civilization of humanity; having a level of development on par with the capitals of developed countries in the region and the world.
Building the Party and political system of the Capital to be truly exemplary, united, clean, strong, comprehensive, and representative; an action-oriented government, a democratic, modern administration with a proactive and creative spirit. Building a team of highly qualified cadres with pure moral qualities, dynamic, creative, daring to think, daring to do, daring to take responsibility, wholeheartedly serving the Fatherland and the people, always putting the common interests, the interests of the nation and people above all else. Building Hanoians to be gallant, elegant, loyal, civilized, representing the culture, conscience, and dignity of the Vietnamese socialist people.
Strengthening and expanding cooperation with foreign capitals, promoting Thang Long-Hanoi culture, building a good image of Hanoi culture and people with compatriots nationwide, international friends, and overseas Vietnamese, continuing to enhance the position of the capital and the country in the international arena.
The General Secretary and President emphasized: “Looking back on the past 70 years, we are even more proud and appreciative of the achievements and feats we have achieved; we are even more deeply imbued with the incomparable precious value of independence, freedom for the nation and happiness for the people, the value of peace and development. We are proud to have Thang Long-Hanoi, the capital of a thousand years of culture and heroism - where the noble values of the Vietnamese people converge, crystallize and shine. We are even more confident in the cause of building the capital and the country; confident in the strength from the historical roots of the Vietnamese people to lead the country steadily towards socialism. That is the will and aspiration of the entire Party, the entire people, the entire army, of the Party Committee, the people of the capital and the people of the whole country; it is the responsibility of today's generation towards our ancestors and future generations”.
Under the leadership of the Communist Party of Vietnam, promoting the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", strongly mobilizing people's strength, closely linking the Party's will with the people's hearts, the Party Committee, government and people of Hanoi will certainly successfully implement President Ho Chi Minh's instructions, soon building "our capital" into a model "socialist capital" in the world, contributing to bringing the country into a new era, an era of national growth.
