Hanoi outlines 3 changes in transport development

At the workshop, a representative of the Hanoi Institute for Socio-Economic Development Studies said that the current characteristics of Hanoi's transportation are that its transport infrastructure is receiving investment attention, helping Hanoi facilitate trade with other provinces in the region and the whole country.

However, the transport infrastructure is not yet synchronous and has not met the special requirements in the central urban area in the context of rapid population growth. The network of transport routes in the framework infrastructure system has not yet been formed synchronously according to the plan.

The beltway routes are still only being implemented in sections. The system of radial routes connecting the central urban area with satellite urban areas is still mainly exploited on the basis of the existing radial national highway system.

Over the past 10 years, Hanoi's population has increased by an average of 3-5% per year, while the land area for traffic on the new urban construction land area has reached 10.35% and the area for static traffic is less than 1%.

Mr. Do Viet Hai - Deputy Director of Hanoi Department of Transport said that the Hanoi Capital planning for the period 2021-2030, with a vision to 2050, which is being submitted to the Prime Minister for approval, has identified a plan to develop the transport network as a basis for reviewing and adjusting the Hanoi Capital Transport Planning in the coming period.

In particular, the plan to develop the transport network aims to meet the requirements of developing the capital "cultured - civilized - modern". At the same time, the capital's transport development plan needs to meet the capital's development orientation associated with 3 transformations: Green transformation, digital transformation, and circular economic development.

The Capital Planning identifies 6 key tasks and 4 breakthroughs. In particular, focusing on developing a synchronous transport infrastructure system, connecting inter-regions by expressways, beltways, gateway traffic intersections, and a bridge system across the Red River and Duong River.

"Develop public transport, basically complete urban railways, belt roads, and bridges across the Red River before 2035, fundamentally solving traffic congestion at the city's gateways and inner-city areas," said Mr. Hai.

Going into details, Mr. Hai said that in the coming period, the expressway network will be completed; existing radial expressways will be upgraded and renovated, with priority given to upgrading and expanding the North-South expressway in the East section through the city. Newly building, upgrading and renovating national highways within the 4th Ring Road to meet urban road standards.

Construct and complete urban traffic axes; construct new, closed belt roads; develop a number of new routes to enhance traffic connections between Hanoi and provinces and cities in the region.

At the same time, complete the bridge system over the Red River, Da River, Duong River, Day River and build new bridges over the river in sync with the scale of the planned routes. Research and build traffic routes along other rivers combined with river bed adjustment, creating new development space.

Regarding railways, 14 urban railway lines and 2 light rail lines will be invested in. Priority will be given to routes connecting the inner city with airports, high-tech zones, urban areas, major traffic hubs, and points with high travel demand in the inner city. Research on plans to connect the urban railway network with some provincial centers in the region.

Developing Ngoc Hoi complex includes: station, depot, maintenance station... of high-speed railway, national railway, urban railway. Studying the plan to pick up and drop off passengers between Ngoc Hoi complex and Hanoi center.

Allocate the urban railway station system in the central area reasonably, in line with the orientation of urban renovation and development according to the TOD model; develop multimodal transport at urban railway stations.

Hanoi will also continue to issue policies to encourage the development of green transportation for each subject, especially for green means of transportation such as railways, electric buses, buses using clean energy CNG...

At the same time, the policy of restricting personal vehicles, especially in the city center, needs to be implemented soon.

At the workshop, experts from the Ile-de-France Region (France) shared their experiences and plans, transportation planning goals and implementation.

According to Ms. Sandrine Salaun - Transport Authority of the Ile-de-France Region, the efficiency of public transport is related to the network and the internal connections between transport modes or between different lines of the same transport mode (metro, bus, etc.). Multimodal connectivity is the successful use of multiple connected modes of transport to reach the desired destination. To promote the transition from private vehicles to mass public passenger transport, stations and terminals must be easily accessible and suitable for the mode of transport.

Mr. Cédric Aubouin - Traffic Management Authority of Ile-de-France Region said that the development of a Transport Plan for the entire Region is mandatory, in order to meet the transport needs of passengers, goods, protect the environment and people's health. At the same time, research the synchronization and effectiveness of transport policies... The planning process includes consultation with traffic participants; environmental impact assessment to integrate environmental and planning issues.

The Ile-de-France Regional Transport Plan for 2019-2030 sets out 14 strategic directions, including: Continuing to develop attractive public transport, attracting passengers; Putting pedestrians at the heart of transport policies; Providing new pathways for people's access to the mobility chain; Increasing urban dynamism with the use of bicycles; Developing car sharing and car sharing; Strengthening multimodal and intermodal connections; Making road transport safer, more sustainable and multimodal; Better sharing of urban transport infrastructure; Adapting static transport policies to local circumstances; Allowing for the efficient organization of logistics activities, both economically and environmentally; Promoting the clean energy transition of parking lots, special-purpose vehicles, heavy goods vehicles; Coordinating a public policy on shared and mutual transport; Actions to support sustainable tourist transport; Strengthen traffic management to change people's traffic behavior.
