(Dan Tri) - Chairman of Hanoi People's Committee Tran Sy Thanh requested departments, branches and Bac Tu Liem district to soon complete site clearance to start construction of a high-tech biological industrial park of more than 200 hectares.
Chairman of Hanoi People's Committee Tran Sy Thanh recently chaired a meeting to listen to reports from units on the progress of implementing the Hanoi high-tech biological park project.
The Hanoi high-tech bio-park project has been delayed due to the adjustment of administrative boundaries of Hanoi and some related provinces according to Resolution No. 15/2008 of the National Assembly. Projects in Hanoi, including the Hanoi high-tech bio-park project, must wait for the review of the capital's general planning and approved urban zoning plans.
In addition, during the implementation process, there were some changes and lack of synchronization in the provisions of related laws (Investment Law, Land Law, Urban Planning Law, Construction Law, etc.), which affected the progress of project implementation.
However, since 2021, Hanoi leaders have directed, urged, and removed difficulties to speed up the project implementation progress. In particular, leaders of the City People's Committee in charge of the field have organized many meetings to give opinions and directions to remove difficulties in planning, site clearance, etc.

At the same time, the leaders of the City People's Committee have urged the Departments, branches and the People's Committee of Bac Tu Liem District to speed up the implementation of work related to the project. Therefore, up to now, the project has basically resolved difficulties and obstacles regarding legal basis and mechanisms to continue implementation in the coming time.
Chairman of the Hanoi People's Committee Tran Sy Thanh noted that this is a project that has been delayed for a long time. Therefore, removing obstacles and speeding up the project's progress is an urgent requirement.
He emphasized that the project implementation is a specific, practical and effective action to implement Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; at the same time, it concretizes the viewpoints and orientations of General Secretary To Lam at the meeting with leading Irish enterprises within the framework of the State visit to Ireland on the morning of October 3, 2024.
The Chairman of the City People's Committee requested relevant departments, branches and the People's Committee of Bac Tu Liem District to focus, resolutely direct, with a spirit of urgency, make more efforts, and strive to start the project on September 2. At the same time, he requested to strive to approve the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000 in March and complete site clearance no later than August.
The Hanoi High-Tech Biotechnology Park project was approved by the Prime Minister in Document 612 dated May 17, 2007 and was granted the first Investment Certificate by the Hanoi People's Committee on March 12, 2008.
The project has a total land use area of 203.66 hectares, in the communes of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue, Tu Liem district (now Bac Tu Liem district), invested by Pacific Land Vietnam Company Limited.
